In Attendance:
Committee Members: Penne Tompkins (Chair), Amanda Holland (Vice chair), Jean
Sebastien Chaulot, Sophia Babbitt, Michele Bailey, and John Killacky, Trice Stratmann
Staff: Ilona Blanchard
Public: N/A
Meeting was called to order at 6:02 PM.
John moved to approve the minutes from 11/15. Sophia seconded. Approved
unanimously.
Staff Report. Update on RFP/Budgeted Funds/Proposed: City has accrued LY of $5K
and TY for $5K Total capital amount of $10K which is available and being used for the
just issued call for artists, Phoebe and Clay. For FY 2024 PAC proposed $10K. It was
rejected and cut to $5K ( currently $5K is available as of July 2023)
Action: Sophia to write a letter to the Council to reconsider the proposed 2024 budget
in full for $10K for FY 2024 and beyond based on quality, durability and ensuring artists
are compensated for their time and talent.
Penne moved to write a letter to the City Council requesting a minimum of $10K for
PAC in next year's fiscal budget. Sophia to draft the letter. Jean seconded. Approved
unanimously.
Planning Commission request for December input: Reviewed the updated verbiage
letter to the Planning Commission. Jean made a motion to approve submission to the
Planning Commission. John seconded. Approved unanimously.
303 Market Street Advisory Comments from Committee: Ilona provided an overview of
the proposed mounted artwork on 303 Market St from Artesa. Andrew Rowe from
Snyder Homes was in attendance to hear feedback and answer any questions. The
Artist commissioned is not based out of Vermont but from Montreal. The Committee
advised and agreed that:
A) We were brought into the process too late to provide an advisory review on how
to best integrate the current proposed mounted piece as public art for the
community.
B)The proposed art feels undistinguished and appears as part of the building (not
art).
C)The intent of the art and/or what is being communicated is not clear.
D)It would have been helpful to have been consulted at an earlier stage when
several design concepts were considered so we could have provided a more
valuable contribution.
Action: Penne and Illona to write a follow-up reply to Marla Keene.
Public Art Gallery. Next Show and Opening: Committee needs to have a conversation
with Jessica Manley in regards to the January/February show of Marvin Fishman.
Other Business: The Committee agreed we need to discuss and clarify our role, work
plan and process for future advisory input requests from the DRB and planning staff.
Action: At the next meeting the Committee needs to review the current and future work
plans to ensure the LDR is written appropriately for when the DRB and planning staff
call upon us to advise. The Committee will explore finding a date/time to invite Marla
Keene and the DRB to a meeting in January/February 2023.
Illona reminded us to volunteer for Illuminate Vermont!
Next meeting is Tuesday January 17.
