MEETING MINUTES

Meeting convened at 6:38
No public attendees present
Minutes approval: Motion to approve as amended. John/Amanda second. Unanimously approved.
Cultural Assessment and Plan Update:
- Deputy City Manager received many RFP’s up to $30M - highest response from the survey was the need for childcare which $1M appears to be designated - City Manager is requesting all Committees to submit proposals for the remaining $2M
- Possibility of Cultural Plan to be part of City Budgeting (vs the $2M COVID relief monies) - Discussion w/ Executive Director of BCA for potential parallel, yet separate regional data points, collaboration with the city if Burlington
● Next meeting is scheduled for November where PAC can present the Cultural Plan proposal ● Action item: Suggestion for PAC to reach out to other communities who have done Cultural Plans to understand their process, lessons learned, benefits, how to best leverage, etc
● Action item: Ilona to purchase the American for the Arts Tool Kit or New England Foundation for the Arts (NEFA) $15 tool kit
Call to Artists – discuss & next steps:
- PAC reviewed the 03 2022 04 20 Call to Artists South Burlington Open call to
Artist RFQ criteria
- Budget available $2-10K to commission one or more pieces, can be multi-
year installations
- Confirmed if the full $10K budget is not used will roll into the new
fiscal year budget
● Action item: PAC to review the 03 2022 04 20 Call to Artists South Burlington
document
- Cautioned to be careful about #5: Public Quality and what that means
- PAC reviewed the CV’s and RFP/LOI’s of 3 submissions
- PAC went through a scaling exercise of the 3 submissions (10, 4, 1)
● Action item: Ilona to let Craig/Pike we will not move forward with their
submissions at this time
- Discussion to re-issue the call to Artists - to be discussed in January 2023
● Action item: PAC to read comments to help form the new 2023 RFQ
● Motion: Ilona to invite Phoebe Lo & Clay Mohrman to November(?) meeting to
propose concepts and discuss locations. Moved by John. Seconded by Sophia.
Unanimously approved.
● Action item: Ilona to provide a list of potential public art locations for installation
(online South Burlington parks map, sewage plants, city hall, fire/police stations)
Nothing critical to review for the Work Plan Review
Upcoming TIF Project Meetings:
- Next Bridge meeting Thurs, 10/13 - Meeting purpose: Present draft final concept - PAC recommendations is requested for the final edits of the design for the Bridge
and on Tyler V, who is commissioned to design/create, the sculptural art on the
Bridge
● Special PAC meeting with the Architects & Designers on Wed, 10/12 1:00 - 2:00 PM lunch meeting - Scheduled 10/18 meeting to be canceled and next November meeting will
aim to host Phoebe Lo & Clay Mohrman
