Dear Mr. Gardner,
Staff has reviewed your request for final wastewater allocation for a single family home at 30 Highland Terrace, consisting of 210 gallon per day directed to the Airport Parkway Wastewater Treatment Facility (AP).
A brief history of reviews and approvals for the project:
• The property was created as part of a three (3) lot subdivision at 40 Highland Terrace approved by the Development Review Board on December 5, 2006 (decision #SD-06-101). In that decision, wastewater was to be provided on-site.
• A zoning permit was issued for the construction of a foundation at the newly-formed property, 30 Highland Terrace, on November 19, 2010 (permit # ZP-10-328)
• A zoning permit was issued for the construction of a single family home on this property on January 6, 2011 (permit #ZP-11-05)
• A final plat amendment was approved by the Development Review Board on May 18, 2011. The amendment consisted of connecting the properties at 22 and 30 Highland Terrace of the city’s municipal wastewater treatment system.
• Preliminary wastewater allocation approval were issued for 22 and 30 Highland Terrace by staff on June 1, 2011 (permit #11-WWA-08)
• On June 6, 2011, Staff was made aware that the city had exceeded its average daily allocation at the AP Facility and placed an immediate “hold” on any further allocations of wastewater to the AP Facility.
My understanding is that the house at 30 Highland Terrace is presently under construction and
near completion. I have reviewed the unusual circumstances of this particular case with the City
Manager and Director of Public Works. Given these circumstances, your request for a final

wastewater allocation of 210 gallons per day at 30 Highland Terrace will be approved upon payment of all applicable fees.
