Members Present Peter Jacob, Chairman; William Burgess, William Craig, Mary - Barbara Maher, John Belter Also Present Jim O'Neal, Charles Brush, Al P9arlow; Joe Weith, Planner Other Business Mr. Weith said he received a letter from Germaine Turner who now has a child day care in her home and wants to turn it into an adult day care. Mr. Ward felt this should be made part of the Zoning Ordinance. Mrs. Maher could see no reason to object. Mr. Weith will warn it for public hearing. Mr. Weith advised that Peter Owens will be speaking at a Gov- ernor's Conference on growth centers and will probably discuss the S. Burlington City Center. 2. Continue Site Plan Application of Associates in Radiology for construction of a 10,000 sq. ft. addition for medical office use to the existing Aesculapius medical office building, 1 Timberlane Mr. O'Neal advised they have reduced the buidling 2,600 sq. ft. down to 10,000 sq. ft. and have created an attractive common courtyard. This eliminates the need for a parking waiver. They have 111 spaces and 110 are required. Building coverage is 20% and site coverage 60%. They are in agreement with the $3300 traffic light assessment and would agree with a stipulation that the basement be for storage only, between 3500 and 5000 sq. ft. Mr. Belter and Mr. Burgess wanted an exact figure. Mr. O'Neal said they would be happy with 5,000 sq. ft. Mr. Burgess asked for an exact plan, to show where all accesses are and wanted the Fire Chief to approve those accesses. Mr. Craig had no problem with 5,000 sq. ft. as long as the City had the right to inspect it. Mr. Burgess said he would accept 5,000 sq. ft. subject to approval of the Fire Chief. Mr. Weith said the City Engineer wants a cleanout at the bend in the pipe and also suggested water service come in at a 90 degree angle at the tree line. Mr. O'Neal said it does that now. Mr. Weith also asked for a 5 ft. grass strip between the side- walk and entrance drive for snow storage. Mrs. Maher moved the Planning Commission approve the site plan ap- plication of Associates in Radiology for construction of a 10,000 sq. ft. addition for medical office use as depicted on a plan en- titled "Topographic Survey, Associates in Radiology, Timber Lane, South Burlington, Vermont," prepared by Krebs and Lansinq Con- sulting Engineers, Inc, and dated July with the following stipulations: 1989, last revised 8/8/89 1. The applicant shall post a $17,500, 3-year landscaping bond prior to permit. 2. This approval includes the construction of a 5,000 sq. ft. basement to be used solely for mechanical equipment and storage of records. Any other use of the basement space requires Planning Commission approval. The City reserves the right to enforce this provision. The Fire Chief shall review the layout of the 5,000 sq. ft. basement permit. storage space and emergency egress prior to 3. A sewer allocation of 750 gpd is granted. The applicant shall pay the $2.50 per gallon fee priot to permit. The applicant shall contribute $3,360 toward the installation of the Kenned, DrivE)Timberland traffic light. The plan as revised addressing the stipulations above shall be submitted prior to permit to the City Planner and City Engin- eer for approval. 7. Discussion with Charles Brush of Green Mountain Development Group, Inc. regarding the proposed Red Rocks Planned REsidential Development in Burlington near Red Rocks Park I' STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON FINDINGS OF FACT Re: Findings of Fact, application of Associate in Radiology for construction of a 10,000 sq. ft. addition for medical office use to the existing Aesculapius medical office building, 1 Timberlane. On the 14th of November, 1989, the South Burlington Planning Commission approved the request of Associates in Radiology for site plan review under Section 19.10 of the South Burlington Zoning Regulations based on the following findings: 1. TRAFFIC ACCESS: Access is shown from a 25 foot wide curb cut on Timberlane directly opposite the access to the Timberlane Medical Complex. 2. CIRCULATION & PARKING: 110 spots are required and 111 are shown. Circulation is shown on the north, west and south sides of the building. Circulation is adequate. 3. LANDSCAPING & SCREENING: The applicant shall post a $17,500, 3-year landscaping bond prior to permit. The plan shall be revised, prior to permitting, to show a 5' grassed strip between entrance curb and sidewalk in order to accommodate snow storage. 4. OTHER: a) The approval includes the construction of a 5,000 sq. ft. basement to be used solely for mechanical equipment and storage of records. In response to concerns of neighbors, the roadway to staff parking has been adjusted to be tighter to the existing building. There are 2 areas of thinner foliage which will be upgraded in the buffer zone. There will be a courtyard effect between the two buildings. There will be no basement. There is no need for parking var- iances. The Zoning Board requested a study of possible STOP signs. A 3-way stop has been recommended at one intersection. Mr. Stone, a resident of Twin Oaks, felt it was important to keep additional trees. He felt their request for consideration had been answered in a reasonable way. Mrs. Stone said she hoped the trees at the Kennedy Dr. side will not be disturbed as they are a noise barrier. Mr Pomerleau said they were very sensitive to that and the Zoning Board has required these be kept in a natural state. Roger Dickinson said they were asked to update the original traffic study. The first question was whether the property could be subdivided into two parcels with the existing Aesculapius building sitting on one parcel and the proposed new building sitting on the other parcel. The second question was whether the property could be subdivided in a manner where the existing Aesculapius building sits on its own separate parcel, the proposed building sits on its own separate parcel, and the remaining land surrounding the two buildings exists as a separate common land parcel. t In regards to the first question, the existing parcel could not be subdivided into two standard sized lots for several reasons. First, Section 18.00 of the South Burlington Zoning Regulations requires a minimum lot frontage of 200 feet along arterials such as Kennedy Drive. The existing parcel has only 360 feet of frontage along Kennedy Drive, therefore the minimum frontage requirement could not be satisfied. Secondly, Section 18.00 also requires a minimum 15 foot side yard setback in this district. This requirement would prohibit the proposed lobby connector between the two buildings from being constructed. Even assuming the connector is not constructed, the two buildings must be a minimum of 30 feet apart in order to allow this setback requirement to be satisfied when a new property line is drawn between the two buildings. The two buildings as approved by the Planning Commission on 7/28/92 are only 28 feet apart. The third concern is in regards to maximum total lot coverage. Section 18.00 limits this property to a maximum coverage of 60%. In regards to the second question, the creation of separate parcels which follow the footprint of each building constitutes a subdivision as defined in Section 103 of the South Burlington Subdivision Regulations. Therefore, subdivision approval by the Planning Commission would be required. Since such a subdivision involves a commercial property, the application would be handled as a "major subdivision" which requires a minimum of three (3) meetings (i.e. sketch plan, preliminary plat, and final plat). In addition, please note that this type of subdivision would have to be treated as a "planned unit development" since the proposed lots would not meet standard lot size, setback and coverage requirements. The Zoning Board of Adjustment on 7/13/92 granted the applicant a conditional use permit for this addition. They required that the applicant's traffic engineer study the intersection of Hayes Avenue and Timber Lane to determine the need for a 4-way stop sign. They also stipulated that there be no modifications to the landscaping plan without their review. This property located at 1 Timber Lane is within the R-7 District. It is bounded on the south and west by multi -family residences, on the north by Kennedy Drive and on the east by Timber Lane. Overall coverage is 58.9% (maximum allowed is 60%). Front yard coverage is .08% (maximum allowed is 30%). Traffic: This property is not within a Traffic Overlay District. The issue of traffic impact at the Kennedy Drive/Timber Lane intersection was addressed during the 1989 review. At that time this intersection was unsignalized. This intersection is now signalized and updated traffic study was submitted. This study concludes that the overall intersection level of service remains at B, regardless of the design year or project status (see enclosed traffic study). Lighting: This project results in eight (8) additional exterior lights. These lights will consist of eight (8) high pressure sodium lamps on 15 foot poles. Lights will be shoe box type cut- off luminaires. Dumpsters: The existing unscreened dumpster will be relocated to northeast corner of the site and screened with a cedar hedge. Sewer: The sewer allocation for this project is 1185. The $2.50 per gallon fee would have to be paid prior to permit. Box 6 Burlington, VT 05402 RE: Aesculapius Medical Complex Timber Lane - South Burlington Dear Ernie: 27 tligh Street St. Albans, Vermont 054711 (802) 524-5245 As you requested, we have completed an evaluation of the stop -sign warrants and accident history report for the intersection of Timber Lan-, t iayes Avenue and Twin Oaks Terrace in South Burlington. This four-way intersection is currently controlled by a single stop sign on the northbound Twin Oaks Terrace approoch. Concern was expressed at the recent Zoning Board meeting for the above project that the lack of adequate traffic control devices at this intersection may be creating um-nfe conditions. The north approach is Timber Lane, which extend- to Kennedy Drive. To the east, Hayes Avenue serves Cardinal Woods and ultimately connects with Hinesburg Road. The west approach is the driveway to Forest Park condominiums. The south approach is Twin Oaks Terrace, which serves Twin Oaks and ultimately connects with other streets. The posted speed limit for all four approaches is 25 ml)h. Our evaluation of this intersection focused on the warrants for multi -way stop sign control. These warrants are part of the Manual on Uniform Traffic Control Devices (MUTCD). To provide the necessary data, an automatic traffic recorder was placed on Timber Lane just north of the intersection on July 17th and 18th. The results of that count are enclosed as Attachment A. A turning movement count was also performed during the morning and evening peak hours on July 17th. The results of that count are enclosed as Attachment B. The accident history analysis was based on accident reports obtained from the South Burlington Police Department. The multiway stop -sign warrants are based upoi� two criteria. The first criterium is that the total vehicular volume entering the intersection from all approaches must average at least 500 vehicles per hour (vph) for any 8 hours of an average day. The Civil, Environmental & Transportation Engineering - r'l,rming • Land Surveying Mr. Ernest Pomerleau July 24, 1992 Page 2 highest observed single peak hour volume totaled 300 vph; thus, this warrant is not satisfied. The second criterium is that five or more reported accidents, of a type susceptible of correction by multi -way stop sign control, occur in a 12-month period. From the accident data gathered, only one accident ha^ occurred at this intersection within the past 20 months, thus also failing to satisfy th- accident frequency warrant. The MUTCD does state that multiway stop -sign (-c,ntrol is ordinarily used where volumes on the intersecting roads are approximately n11 jal. We observed that Timber Lane, Hayes Avenue and Twin Oaks Terrace all had rel-itively equal approach volumes during the a.m. peak hour. During the p.m. peak hour, I layes Avenue and Twin Oaks remain relatively equal and Timber Lane increases som, what. The Forest Park approach volumes are low in comparison. Sight distances were measured for the northboi in�i Twin Oaks Terrace approach and found to be restricted by low-lying vegetation in the southeast quadrant. After coming to a stop at the intersection, the sight distance tn oncoming westbound traffic on Hayes Avenue was measured to be 60 feet. Similarly, the sight distance for eastbound traffic exiting the Forest Park development is severely impeded by dense vegetation in the southwest quadrant. A single stop sign at this four-way intersection ci-)ns not provide adequate traffic control. In our opinion, a typical two-way stop at this interjection would involve removing the existing Twin Oaks Terrace stop sign and making Forest Park/Hayes Avenue the minor stop sign controlled approaches. However, the lack of adequate sight distances from those two approaches to the south are likely to crn,-ite potential safety problems. In conclusion, even though the warrants for multi way stop sign control are not satisfied, we recommend that this intersection be modified to three-way stop control. We recommend this because of the relatively equal approach volumes on Timber Lane, Hayes Avenue and Twin Oaks Terrace, the limited sictl tt distances and the turning movement conflicts created by existing traffic patterns. Thr, existing stop sign on the Twin Oaks Terrace approach would be retained and two 90ditional stop signs would be installed on the Hayes Avenue and Forest Park approa,"i -s. Painted stop bars and center line striping should 1- installed at all three stop sign locations. The center line striping should extend at lea, t 1.0 feet back from the stop bar. We also recommend trimming back of trees and/or low lying vegetation within the right-of- way which presently obstruct adequate vehicle sighting distances. Attachment C presents a sketch of these recommended improvement. Box 6 Burlington, VT 05402 RE: Aesculapius Medical Complex Timber Lane - South Burlington Dear Ernie: 27 High Street St. Albans, Vermont 05478 (802) 524-5245 JUL 2 7 1992 As you requested, we have completed an evaluation of the stop -sign warrants and accident history report for the intersection of Timber Lane, Hayes Avenue and Twin Oaks Terrace in South Burlington. This four-way intersection is currently controlled by a single stop sign on the northbound Twin Oaks Terrace approach. Concern was expressed at the recent Zoning Board meeting for the above project that the lack of adequate traffic control devices at this intersection may be creating unsafe conditions. The north approach is Timber Lane, which extends to Kennedy Drive. To the east, Hayes Avenue serves Cardinal Woods and ultimately connects with Hinesburg Road. The west approach is the driveway to Forest Park condominiums. The south approach is Twin Oaks Terrace, which serves Twin Oaks and ultimately connects with other streets. The posted speed limit for all four approaches is 25 mph. Our evaluation of this intersection focused on the warrants for multi -way stop sign control. These warrants are part of the Manual on Uniform Traffic Control Devices (MIIT(,n)- Tn nrnvidP the nPCPssary data an autnmatic traffic rPcnrciPr was nlaced on Timber Lane just north of the intersection on July 17th and 18th. The results of that count are enclosed as Attachment A. A turning movement count was also performed during the morning and evening peak hours on July 17th. The results of that count are enclosed as Attachment B. The accident history analysis was based on accident reports obtained from the South Burlington Police Department. The multiway stop -sign warrants are based upon two criteria. The first criterium is that the total vehicular volume entering the intersection from all approaches must average at least 500 vehicles per hour (vph) for any 8 hours of an average day. The Civil, Environmental & Transportation Engineering • Planning • Land Surveying Mr. Ernest Pomerleau July 24, 1992 Page 2 highest observed single peak hour volume totaled 300 vph; thus, this warrant is not satisfied. The second criterium is that five or more reported accidents, of a type susceptible of correction by multi -way stop sign control, occur in a 12-month period. From the accident data gathered, only one accident has occurred at this intersection within the past 20 months, thus also failing to satisfy the accident frequency warrant. The MUTCD does state that multiway stop -sign control is ordinarily used where volumes on the intersecting roads are approximately equal. We observed that Timber Lane, Hayes Avenue and Twin Oaks Terrace all had relatively equal approach volumes during the a.m. peak hour. During the p.m. peak hour, Hayes Avenue and Twin Oaks remain relatively equal and Timber Lane increases somewhat. The Forest Park approach volumes are low in comparison. Sight distances were measured for the northbound Twin Oaks Terrace approach and found to be restricted by low-lying vegetation in the southeast quadrant. After coming to a stop at the intersection, the sight distance to oncoming westbound traffic on Hayes Avenue was measured to be 60 feet. Similarly, the sight distance for eastbound traffic exiting the Forest Park development is severely impeded by dense vegetation in the southwest quadrant. A single stop sign at this four-way intersection does not provide adequate traffic control. In our opinion, a typical two-way stop at this intersection would involve removing the existing Twin Oaks Terrace stop sign and making Forest Park/Hayes Avenue the minor stop sign controlled approaches. However, the lack of adequate sight distances from those two approaches to the south are likely to create potential safety problems. In conclusion, even though the warrants for multi -way stop sign control are not satisfied, we recommend that this intersection be modified to three-way stop control. We recommend this because of the relatively equal approach volumes on Timber Lane, Haves Avenue and Twin Oaks Terrace, the limited sight distances and the turning movement conflicts created by existing traffic patterns. The existing stop sign on the Twin Oaks Terrace approach would be retained and two additional stop signs would be installed on the Hayes Avenue and Forest Park approaches. Painted stop bars and center line striping should be installed at all three stop sign locations. The center line striping should extend at least 50 feet back from the stop bar. We also recommend trimming back of trees and/or low lying vegetation within the right-of- way which presently obstruct adequate vehicle sighting distances. Attachment C presents a sketch of these recommended improvements. That original evaluation was prepared for the Associates in Radiology, Inc. by David Spitz and was dated August 24, 1989. The following outlines the conclusions of this update. INTRODUCTION The study area of this evaluation includes the four-way signalized intersection of Kennedy Drive and Timber Lane. This evaluation will project future design hour traffic volumes at the above mentioned intersection, determine the trip generation of the proposed facilities, determine background traffic congestion and evaluate whether this project will create unreasonable traffic congestion conditions. PROJECT DATA The traffic generated by the proposed 10,000 square -foot project will enter and exit primarily via the above referenced Kennedy Drive/Timber Lane intersection. Kennedy Drive is oriented east -west, with Timber Lane to the south and Manor Condominiums to the north. The signal essentially operates on a two phase system, with the Kennedy Drive green phase operating with an advanced green on the westbound approach. Approximately 17,000 vehicles travel through this intersection on an average day. BACKGROUND TRAFFIC VOLUMES Background traffic volumes at the Kennedy Drive/Timber Lane intersection were determined using a turning movement count conducted by Lamoureux & Stone on June 16, 1992, and from 1991 data from Continuous Traffic Count Stations D-00�1 (Route 127, Burlington), D-002 (Route 7, Shelburne) and D-040 (Route 7, Colchester). A copy of the turning movement count is included as Attachment A. Background design hour traffic volumes (DHV) were calculated for two design years. The first year, 1992, coincides with the anticipated commencement of construction. The second year, 1997, represents a five-year,projection from that initial construction year. The design hour volume represents the 30th highest hourly volume which occurs on a roadway or at an intersection on an annual basis. This volume is used to determine the adequacy of roadway/intersection design and operation. At this intersection, the design hour volumes (DHV) were calculated from the above sources. These calculations included temporal adjustments to expand observed turning movement volumes"to design hour volumes. Background design hour volumes for this intersection were calculated for the P.M. peak hour only, and are illustrated in Attachment B. PROJECT -GENERATED TRAFFIC The additional traffic which will be generated by this project was estimated by using trip generation rates from 'Trip Generation, Institute of Transportation Engineers, 5th Edition". Land Use Category #720, "Medical Office Building" was used to calculate the trip generation shown in Table 1. All trips generated were assumed to be primary with no pass -by traffic. The distribution of this trip generation was estimated using existing traffic patterns at the Kennedy Drive/Timber Lane intersection. The sums of background traffic volumes and project -generated traffic are illustrated in Attachment C. The incremental impacts of this project were determined by first performing analyses for background traffic volumes and then performing a second set of analyses with the additional project -generated traffic added to the background traffic volumes. The capacity analyses were performed using existing signal timing and geometrics. The results of the each set of analyses were then compared in order to determine what, if any, impact was created by the addition of project -generated traffic. The methodology used to evaluate intersection capacity was obtained from "Special Report #209 - Highway Capacity Manual, Transportation Research Board,1985". The Highway Capacity Manual uses 'level of service" (LOS) to define traffic congestion. There are six levels of service ranging from A to F. The criteria for each level of service at signalized intersections are outlined in Table 2. Typically, the desired minimum level of service for a signalized intersection located in an urban area is D. Table 3 presents the levels of service and average vehicular delays for each lane group at the Kennedy Drive/ Timber Lane intersection. All analyses resulted in level of service D or better. The 20 housing units will generate approximately 8,000 - 10,000 gallons of sewage per day. This sewage will have to be pumped by two pumping stations built by others. These stations may have to be upgraded to accommodate this extra flow. In addition, all of up stream sewer facilities will have to be checked to see if they can accommodate this extra flow. 2. SUMMARY AND CONCLUSIONS This evaluation has determined the potential traffic congestion resulting from a proposed medical complex to be located on Timber Lane in South Burlington, Vermont. The following outlines our conclusions relating to background traffic congestion and this project's potential impacts upon those conditions: Background traffic congestion conditions were found to be within acceptable levels for both design years. The proposed project P.M. peak hour trip generation does not create a significant burden upon the Kennedy Drive/Timber Lane intersection. Levels of service for each lane group remain within accepted ranges. The overall intersection level of service also remains at B, regardless of the design year or project status. Based on the above results, we conclude that this proposed addition to the Aesculapius Medical Complex will not create unreasonable traffic congestion impacts on the adjacent street network. Also prior to permit, the applicant should have to submit to the planner a letter form BIA which indicates the type, size and number of landscaping species to be planted on airport property and an indication of the general location where landscaping will be installed. The cost of the plantings and their installation must equal at least $1,800. 4. Lighting: No new lighting proposed. Sewer: The sewer allocation for this project is 60 gpd. This is based on four (4) additional employees. The $2.50 per gallon fee would have to be paid prior to permit. Auto sales is neither a permitted nor a conditional use in this district. The Zoning Board of Adjustment granted a use variance for this facility on April 13, 1992 and the Planning Commission reviewed the sketch plan on May 12, 1992 (minutes not yet available). This property at 1095 Shelburne Road is within the Commercial 1 District. It is bounded on the north by a cemetery and undeveloped land owned by Pomerleau, on the west by the undeveloped residential portion of L&M Park, on the south by the commercial portion of L&M Park, on the east by a retail building and Shelburne Road. The applicant has submitted an alternate plan for the Planning Commission's consideration. This alternate plan retains the integrity of the watercourse and CO District along the southern boundary. Access/Circulation: This property is currently served by a 30 foot curb cut on Shelburne Road which is proposed to be widened to 60 feet at the property line. Section 19.103b limits the width of a driveway to 36 feet unless a differenti size is required due to special circumstances. City Engineer Bill Szymanski was consulted regarding the width of this curb cut. He felt this width was acceptable in order to accommodate the new car delivery trucks. In the past, Baldwin Avenue was used for unloading new cars. Approval from AOT would be necessary for this curb cut widening. In summary, we agreed to add a note stating that the proposed addition would not include a basement and that the lot coverage values would be recomputed to include the new sidewalks and relocated dumpster. You agreed to accept the building coverage values and we agreed to modify the parking spaces required to be 109 to take into account the calculated value of 108.2. Bill Szymanski approved of the new sidewalk at the entrance and the use of sheet flow for the rear parking lot with the use of both a new swale and the existing swale provided that no penetrations of the wooded area adjacent to Kennedy Drive were made. Bill reviewed the hydrant and water main locations required by the Fire Chief and concluded that the excavation across Timber Lane to tie into the existing water main was the only way to provide the necessary service. We have added provisions for a polyethylene sheet to be installed between the thrust blocks and the hydrant. We have revised the proposed location of the connection to the existing water main to minimize the impacts on the existing wooded area between Timber Lane and the proposed building. This proposed alignment will cause a decrease of only 1.1 psi of residual pressure at the most remote hydrant at a flow of 1000 gpm, in comparison to the original alignment discussed with you. Please find enclosed five copies of the full set (four sheets) of plans and one reduced set of the site plan and landscaping plan. The Commission instructed the applicant to submit a traffic analysis appropriately backed up by good data. I have not received anything yet from the applicant. I will have both a motion of approval and motion of denial available at Tuesday', meeting. The Planing Commission must make a decision that night.. 4) RED ROCKS PLANNED RESIDENTIAL PROJECT Mr. Charles Briish of Green Mountain Design Group Inc. Other Business Mr. Weith advised that Citizen Participation Forums have been set for 10h, 10/11 and 10/18. Mr. Weith also advised that he met with the City Attorney who said the Mobil litigation date has been set for next Tuesday. Ms.Peacock noted that the gas station at Swift St. and Shelburne Rd. had been very nicely done. Mr. Burgess noted that the 4-story building on Williston Rd. now has a silo behind it that extends above the building. Mr. Weith will look at the plan. 2. Minutes of 22 August Ms. Peacock noted that on the aproval motion for the Minutes she made the motion and Mr. Craig seconded. P-1s. Peacock then moved to approve the Minutes of 22 August as amended. Site Plan Application of Associates in Radiology, Inc, for con- struction of a 12,628 sq. ft. addition for medical office use to the existing Aesculapius Medical Office Building. 1 Timberlane Mr. O'Neil said this would be similar to their present building and would include rental offices to medical practices as well as :; PLANNING COMMISSION 26 September 1989 page 2 number of rooms for the radiology practice. The have received a conditional use permit from the Zoning Board. There will be substantial cutting of trees for the parking area but they will try to maintain as much of a buffer as possible on Kennedy Drive. Mrs. Maher said the Commission must make sure that what the applicant indicates they will save is actually left un- disturbed. Mr. Craig asked what will be done with the basement. Mr. O'Neil said it will be for storage of records, old films, supplies. Mr. Burgess said the basement has to be used to calculate parking and traffic and wondered if these figures should be recalculated, Mr. O'Neil said patient use would not change without a basement. Mrs. Maher felt the City Engineer should be consulted about a basement in an area this is -a bog a good deal of the time. AFter a brief discussion members felt they did not want to recalculate traffic and parking but did want a stipulation there be no offices allowed in the basement, Mr. O'Neil said the curb cut would be reduced from 40 ft. to 25 ft. It was noted that the Fire Chief wants 30 ft. around the building. Mr. O'Neil said it is a steel fram building made of non-combustible materials. It will not be sprinklered except in the basement. Mr. Weith noted that $21,000 in landscaping is required and the plan shows $19,500. The applicant agreed to increase the size of some plants. Mr. Weith felt the buffer area could be filled in with evergreens. He also noted clumps of birches which he would like to see remain. A parking waiver was requested. Mr. O'Neil felt they have more than enough parking. Mr. Craig a d ;ihat happens if in a few years they move out and an internal medical practice goes in. They would be short of parking. Ms. Peacock noted that parking could not be added later due to layout. Members agreed 20 parking spaces was too much to waive. Members agreed this use should not go in until the new Timberlane traffic light is in. Mr. Weith noted the City Engineer wants drainage inlets in the parking lot tied into the drainage pipe. He explained that since 2 of the board members were absent, any favorable decision to appeal :rust be decided by 4 votes. He offered any of the parties appealing the option to wait until the next meeting to state their cases. Bob Perry asked to table the Chappell appeal until the next meeting. He also requested that at that meeting, George Chamberland not sit in on any decisions. His reasons were that Chamberland lives in Mayfair Park --Mayfair Park and City Council members are opposed to Chappell's wedding garden, and Perry was concerned about Chamberland's possible conflict of interest. Area is medical in nature. Aesculapius is adjacent to the proposed site, and other Timberlane groups are in the area. 3. Applicants have conducted a traffic st;-dy (:Forth Country Planning) and projected 1.3% additional traffic. Impact negligible (see page 2 of North Country Planners report). Blais asked O'Neill if applicants had been before the Planning Commission, and mentioned that the Planning Cammission would go over the traffic data much more thoroughly. O'Neill said the building owned by Associates in Radiology will be for medical practice use: radiology, ultrasound, fluoroscopy, and mammography. O'Neill said they will share with Aesculapius. Mobil. has 250 of the stations, and does 45% of the business in the area. Mobil is proposing to eliminate the bays in the garage and to expand the snack shop. There will be no changes outside of the building. They will sell usual convenience items, will not have a deli and will not sell grocery items. Mobil conducted a traffic study in three areas (survey done by outside firm of Lewellyn & Fitzpatrick) and found that stations with bays get more traffic those without bays (see traffic data sheet provided by Mobil). Convenience stores do a higher volume of gas with fewer trips in to the station. Blais mentioned that the board didn't get the traffic data. Ward supplied then.: with Randazzo doubted the accuracy of the traffic findings. Austin asked if Mobil owned the building. Marlow said no, they have a 4 year lease. They would like to purchase the land or get a longer lease. Marlow explained that insurance costs, obtaining qua 1iried mechanics, and computerized technology in cars today contribute to an exorbitant cost factor. Convenience stores are a much cheaper alternative to a full bay garage. Mobil will restrict any vending machines outside the station. From the outside, won't see anything. Austin asked how the particular stations in the traffic study were chosen. Marlow said _e c1nose Mobil stations because he could get exact gas volume data from Mobil, and he wanted Mobil Mart information. Blais told the board that their primary concern in the past was that Gulf had wanted an additional bay, then additional storage area, and t at Randazzo was worried about increased traffic because the bays still being there. Mr. Marlow then introduced Bob Alexander, traffic engineer, to answer Commission questions on traffic. Mr. Burqess said he didn't aqree with the comparison of this station to Spillanes as the latter has a heavy towing business. He felt it was hard to believe this location does 75% of the wrecker business Spillane's does with 2/3 of the bays and 1/2 the number of wreckers. Mr. Dimartino noted when you change to a snack shop, you have the same qas customers but you reduce the number of road trips you have with the bay business (road testing, people picking up those who leave cars for service, etc.). Mr. Craig said he didn't agree the snack shop wouldn't generate snack shop only business. He said he felt the "report" was an opinion not a traffic study. He suggested using the Kennedy Dr./Hinesburg Rd, station as a comparison. Mrs. Maher disagreed, feeling the Hinesburq Rd. station was in the center of a residential neighbor- hood where people might drop in for a quart of milk on the way home. My report estimates traffic volumes for your proposed building at full occupancy as well as impacts on the adjacent Timber Lane/ Kennedy Drive intersection. The medical office building will generate an estimated 15 trip ends during the a.m. peak hour, 32 trip ends during the p.m. peak hour and 244 trip ends on an average weekday. If all trip ends are assumed to travel through the Timber Lane/Kennedy Drive intersection, the development will add approximately 1.3% to overall traffic volumes through that intersection. Conversations with City officials indicate that the Timber Lane/Kennedy Drive intersection already is approved for signalization, and that installation should take place in 1989. Therefore, all intersection analysis is based on signalized conditions. This report finds that through design year 1994 with additional development traffic, the intersection can operate at level of service C. It is assumed that adequate signal hardware will be installed, but no further geometric improvements are required within the 5 year period. However, the City must decide whether to set up signal faces on Kennedy Drive to serve 3 travel lanes (with opposing left turns) or 4 travel lanes. Three lanes are easily accomodated within the existing 40 foot Kennedy Drive width, but 1994 level of service will be a low C. Four lanes can barely be provided within current paved widths, but level of service would improve to B. In the long -run, four lanes will probably be required. page 2 I do not feel that the proposed 10,000 square foot medical office building will adversely affect traffic flows in the vicinity. Development Traffic Volumes This report evaluates the entire 10,000 square foot building as a "medical office building". Based on data from Trip Generation, 4th edition, published by the Institute Of Transportation Engineers (ITE), medical offices generate somewhat higher traffic volumes than general office buildings but lower than many retail uses. I understand that Associates In Radiology may occupy the entire building or may rent some space to other compatible uses. As long as the proposed uses are office rather than retail in nature, the traffic projections in this report should be adequate. Based on ITE land use code 720, "medical office buildings", the proposed 10,000 square foot building will generate the following average traffic volumes: A.M. Peak Hour Enter Exit Total P.M. North Country Planning • 16 Clover Drive • Essex Jet., VT05452 page A-2 Timber Lane/Kennedy Drive Intersection Automatic traffic counts of all 4 approaches to the Timber Lane/Kennedy Drive intersection were taken by the Chittenden County Regional Planning Commission (CCRPC) in June 1989. Turning movement percentages were not available as part of the CCRPC counts, but they have been estimated in this report based on intersection spot counts by this consultant. It should be noted LtiaL data availability is adequate for an overall analysis of the intersection, but it is not sufficient for determining specific signal timing. The June 1989 counts were updated to design year 1994 via a 4% annual growth rate. 4% is a higher rate than is found in most traffic analyses, but it appears to reflect recent traffic increases throughout much of Chittenden County. For longer projections, a slightly lower annual traffic growth rate would be appropriate. Traffic from the proposed 10,000 square foot medical office building is added separaLely. All other traffic growth in the vicinity, including recently approved medical offices on the other side of Timber Lane, are included either in 1989 counts or within the 4% annual growth rate. The Timber provided for the considerably lower analyzed here. Lane/Kenriedy Drive intersection analysis is p.m. peak hour. A.M. peak hour volumes are than p.m. volumes and do riot need to be 1994 p.m. peak hour turning movement volumes with development are given in Figure 1. Intersection capacity analyses are attached to the report. If 3 travel lanes are available on Kennedy Drive, overall level of service will be C. The heaviest traffic flow will be right turns and through traffic front the Kennedy Drive west approach. Level of service for those moventents will be D . The most valuable intersection upgrade would be designation of two through lanes for the Kennedy Drive west approach. One lane would be combined left/through and the other lane would be combined right/through. However, this designation could only be accomplished with four lanes through the intersection.
