HomeMy WebLinkAboutSP-22-002 - Decision - 1200 Airport Drive#SP-20-013 1 CITY OF SOUTH BURLINGTON DEPARTMENT OF PLANNING AND ZONING CITY OF BURLINGTON/BURLINGTON INTERNATIONAL AIRPORT 1200 AIRPORT DRIVE SITE PLAN REVIEW APPLICATION #SP-20-013 FINDINGS OF FACT AND DECISION City of Burlington/Burlington International Airport, hereinafter referred to as “applicant”, is seeking approval to amend a previously approved plan for an airport complex. The amendment consists of modifying the approved plans for a terminal expansion by reconfiguring the dumpster enclosure, relocating a sidewalk, removing a door, and modifying the approved landscaping, 1200 Airport Drive. Based on the plans and materials contained in the document file for this application, the Administrative Officer finds, concludes, and decides the following: FINDINGS OF FACT 1. City of Burlington/Burlington International Airport, hereinafter referred to as “applicant”, is seeking approval to amend a previously approved plan for an airport complex. The amendment consists of modifying the approved plans for a terminal expansion by reconfiguring the dumpster enclosure, relocating a sidewalk, removing a door, and modifying the approved landscaping, 1200 Airport Drive. 2. The project is also referred to by the airport as the “Terminal Integration Project” or “TIP.” 3. The owners of record of the subject property is City of Burlington/Burlington International Airport. 4. The project is located in the Airport District. 5. The application was received on February 1, 2022. 6. The applicant received Development Review Board approval SP-21-018, and related zoning permit approval ZP-21-090, to construct the related terminal integration project. correction: SP-22-002 correction: SP-22-002 #SP-20-013 2 DIMENSIONAL REQUIREMENTS 8. There are no changes to coverages proposed with this application. SITE PLAN REVIEW STANDARDS Only the standards below are affected by this application. All other standards will continue to be met. Relationship of Proposed Structures to the Site 9. Pursuant to Section 14.06(B)(1) The site shall be planned to accomplish a desirable transition from structure to site, from structure to structure, and to provide for adequate planting, pedestrian movement, and adequate parking areas. The Administrative Officer finds the modified door and sidewalk does not detract from previously approved compliance with this criterion. Disposal of Wastes 10. Pursuant to Section 14.07C, all solid waste handling facilities must be accessible, secure, and properly screened with opaque fencing to ensure that trash and debris do not escape the enclosure(s). The dumpster enclosure is fully enclosed by a chain link fence with green vinyl slats and a swing gate, and will be further screened by seven (7) arborvitae. This criterion is met. Landscaping and Screening Requirements Pursuant to Section 13.06(A) of the proposed Land Development Regulations, landscaping and screening is required for all uses subject to site plan and planned unit development review. The minimum landscape requirement for this project is determined by Table 13-9 of the South Burlington Land Development Regulations. Miscellaneous approval #MS-21-01 establishes an overall landscaping plan for the airport which the airport agreed to draw upon when required minimum landscaping cannot be provided on site. The total cost of the building addition approved in #SP-21-018 is estimated at $13,286,271 by the applicant, requiring $140,362.71 in landscaping. The applicant’s proposed modification reduces the previously approved landscaping by $275, for a total of $106,610 in trees, shrubs, grasses and hardscape, as follows. Trees and Shrubs $33,945 Grasses $14,095 Hardscape $58,570 The administrative officer finds the applicant must install an additional $275 in the areas approved in #MS-21-01 concurrently with this application. Concurrent installation shall mean that a zoning permit and certificate of occupancy for the off-site landscaping must be obtained prior to issuance of a certificate of occupancy for this amended terminal expansion project. DECISION Based on the above Findings of Fact, the Administrative Officer hereby approves site plan application #SP-22-002 of City of Burlington/Burlington International Airport, subject to the following conditions: correction: SP-22-002 #SP-20-013 3 1. All previous approvals and stipulations which are not changed by this decision, will remain in full effect. 2. This project must be completed as shown on the plans submitted by the applicant, and on file in the South Burlington Department of Planning and Zoning. 3. The applicant must obtain a zoning permit within six (6) months pursuant to Section 17.04 of the Land Development Regulations or this approval is null and void. a. The applicant must obtain approval for an additional $275 in off-site landscaping prior to issuance of a zoning permit for this amended terminal expansion project. Such landscaping must be installed concurrently with this application. Concurrent installation shall mean that a zoning permit and certificate of occupancy for the off-site landscaping must be obtained prior to issuance of a certificate of occupancy for this terminal expansion project. 4. The applicant must obtain a Certificate of Occupancy from the Administrative Officer prior to use or occupancy of the building. 5. Any change to the site plan shall require approval by the South Burlington Development Review Board or the Administrative Officer as allowed by the Land Development Regulations.
