SOUTH BURLINGTON CITY COUNCIL ORGANIZATIONAL MEETING MINUTES 10 MARCH 2017 The South Burlington City Council held a special organizational meeting on Friday, 10 March 2017, at 6:30 p.m., in the Champlain Conference Room, City Hall, 575 Dorset Street. MEMBERS PRESENT:H. Riehle; M. Emery; T. Barritt; P. Nowak; T. Chittenden ALSO PRESENT:Kevin Dorn, City Manager; Tom Hubbard, Deputy City Manager; Corey Burdick, The Other Paper; Bob Nowak 1. City Manager Dorn called the meeting to order at 6:31 p.m. 2. Election of City Council officers: (City Manager presiding for Chair nominations) Motion was made by Councilor Barritt to nominate Helen Riehle as Chair, seconded by Councilor Emery, motion carried unanimously. Chair Riehle entertained motions for Vice-Chair: Motion was made by Councilor Barritt to nominate Meaghan Emery as Vice-Chair, second by Helen Riehle. Another motion was made by Councilor Chittenden to nominate Pat Nowak as Vice-Chair. Seconded by Councilor Nowak. Original motion by Councilor Barritt to nominate Meaghan Emery carried 3-2. Chair Riehle called for nominations for Clerk: Motion was made by Councilor Emery to nominate Tim Barritt as Clerk, seconded by Councilor Nowak. Motion passed 4-1, with Councilor Barritt not voting for himself. 3. Set dates & times for regular meetings: Chair Riehle proposed to keep the regular meeting schedule the first and 3rd Mondays of each month, at 6:30 p.m., in the large conference room at City Hall. All Councilors agreed. 4. Annual Appointments by Council pursuant to City Charter: Councilor Nowak made a motion, seconded by Councilor Emery, which passed unanimously for appointments to the following positions for a one year term: City Treasurer-Tom Hubbard; City Attorney-Andrew Bolduc; Zoning Administrator-Ray Belair; Asst. Zoning Administrator-Cathyann LaRose; Asst. Zoning Administrator-Lindsey Britt; First Constable-Deputy Police Chief Paul Edwards; Second Constable-Corporal Kevin Grealis; Grand Juror-Kevin Dorn; City Agent & Trustee of Public Funds-Kevin Dorn. Code Enforcement Officer-Ray Belair; Asst. Code Enforcement Officer-Cathyann LaRose; Asst. Code Enforcement Officer-Lindsey Britt; Telecommunications Officer-Ray Belair; Emergency Management Director-Doug Brent; Health Officer-Justin Rabidoux. 5. Designate Official Paper of Record: The Other Paper was designated as the official paper of record. Motion by Councilor Chittenden, second by Councilor Nowak, passed 5-0. 6. Designate Official Depositories: The Merchants Bank was designated as the official depository, motion by Councilor Chittenden, second by Councilor Emery, passed 5-0. Chair Riehle read a letter she’d received from Merchants relating to the merger of the Merchants Bank and significant layoffs proposed during the month of May. 7. Appoint Council representative to the Pension Advisory Committee: Councilor Chittenden made motion, second by Councilor Barritt for Pat Nowak to continue to serve as the Council’s representative to the PAC. Motion passed 5-0. Councilors Barritt and Emery would also like to attend the next meeting of the Pension Advisory Committee, Deputy Manager Hubbard will make sure they receive notification. 8. Approve & Sign disbursements: Unanimous vote was made to approve the payroll disbursement. Appointments to be made by majority vote of City Council Pursuant to City Charter, Chapter 13, Section 301 (2). The City Charter, Chapter 13, Section 301 (2) requires that certain appointments be made annually by the City Council. A list of those appointments and proposed appointees is listed below.
