HomeMy WebLinkAboutMinutes - City Council - 03/03/2016 CITY COUNCIL ORGANIZATIONAL MEETING 3 MARCH 2016 The South Burlington City Council held an Organizational meeting on Thursday, 3 March 2016, at 6:30 p.m., in the Conference Room, City Hall, 575 Dorset Street. MEMBERS PRESENT: P. Nowak, H. Riehle, M. Emery, T. Chittenden, T. Barritt ALSO PRESENT: K. Dorn, City Manager; T. Hubbard, Deputy City Manager; members of the public 1. Election of City Council officers: Mr. Dorn presided over the election of a Council Chair. He opened the floor for nominations. Ms. Emery nominated Ms. Riehle. Ms. Nowak seconded. There were no further nominations, and Ms. Riehle was elected unanimously. Ms. Riehle presided over the remainder of the meeting. She opened the floor for nominations for Vice Chair. Mr. Barritt nominated Ms. Emery. Mr. Chittenden seconded. There were no further nominations, and Ms. Emery was elected unanimously. Ms. Emery nominated Mr. Barritt for Clerk. Ms. Nowak seconded. There were no further nominations, and Mr. Barritt was elected unanimously. Ms. Riehle thanked members for their nomination. She congratulated the two electees and thanked Ms. Nowak for her service as Chair and Mr. Shaw for his service to the Council. She said that she plans to “revamp” City Council meetings to make sure that everyone is heard and gets to participate. She cited the need to find a way to engage people and asked Council members to think ahead about ideas and topics that are important to be addressed. This will help drive agendas. She suggested planning agendas out 60 to 90 days to give committees time to “inform” the Council. She also noted that this may result in more time spent on each topic and longer or more frequent meetings. 2. Set dates and time for regular meetings being held March 2016 –February 2017: Members agreed to meet on the first and third Mondays of the month at 6:30 p.m. and to meet on the following Tuesday when a holiday falls on the Monday. 3. Annual Appointments to be made by majority vote of City Council pursuant to City Charter, Chapter 13, Section 301(2): Ms. Nowak moved to make the following one year appointments: City Treasurer – Tom Hubbard City Attorney – James Barlow Zoning Administrator – Ray Belair Assistant Zoning Administrator – Cathyann LaRose First Constable – Deputy Chief Paul Edwards Second Constable – Corporal Kevin Grealis Grand Juror – Kevin Dorn City Agent & Trustee of Public Funds – Kevin Dorn Code Enforcement Officer – Ray Belair Assistant Code Enforcement Officer – Cathyann LaRose Telecommunications Officer – Ray Belair Emergency Management Director – Doug Brent Health Officer – Justin Rabidoux Ms. Emery seconded. Motion passed unanimously. 4. Designate Official Paper of Record: Ms. Emery moved to designate The Other Paper as the Official Paper of Record. Mr. Barritt seconded. Motion passed unanimously. Mr. Dorn suggested that a “reserve paper of record” be named for when there is a time issue. Ms. Nowak moved to designate the Burlington Free Press as Reserve Paper of Record.” Mr. Chittenden seconded. Motion passed unanimously. 5. Designate Official Depositories: Mr. Barritt moved to designate Merchants Bank as the Official Depository. Ms. Emery seconded. Motion passed unanimously. 6. Appoint Council Representative to the Pension Advisory Committee: Mr. Barritt moved to appoint Pat Nowak as Representative to the Pension Advisory Committee. Mr. Chittenden seconded. Motion passed unanimously. 7. Approve and sign disbursements: Ms. Nowak moved to approve and sign disbursements as presented. Mr. Chittenden seconded. Motion passed unanimously. As there was no further business to come before the Council, Ms. Nowak moved to adjourn. Mr. Chittenden seconded. Motion passed unanimously. Appointments to be made by majority vote of City Council Pursuant to City Charter, Chapter 13, Section 301 (2). The City Charter, Chapter 13, Section 301 (2) requires that certain appointments be made annually by the City Council. A list of those appointments and proposed appointees is listed below.
