HomeMy WebLinkAboutSP-97-0000 - Decision - 0030 Community DriveFINDINGS OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN 7- c> 0 CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of SymQuest Group, Inc., to amend a site plan for a 270,780 square foot building consisting of 40,000 square feet of office use, 20,000 square feet of warehouse use and 210,780 square feet of light manufacturing use. The amendment is to convert 25,000 square feet of light manufacturing use to general office use, 30 Community Drive. On the -"2- k day of November, 1997, the South Burlington City Planner approved the request of SymQuest Group, Inc., to amend a previously approved site plan under Section 26. 10 of the South Burlington Zoning Regulations based on the following findings: 1) This project consist of amending a site plan for a 270,780 square foot building consisting of 40,000 square feet of office use, 20,000 square feet of warehouse use and 210,780 square feet of light manufacturing use. The amendment is to convert 25,000 square feet of light manufacturing use to general office use. This results in the following use breakdown in the building: 185,780 square feet of light manufacturing use, 65,000 square feet of general office use; and 20,000 square feet of warehouse use. The only issues affected by this amendment are landscaping, parking, traffic and sewer. 2) Landscaping: The minimum landscaping requirement, based on building costs, is $8500 which is not being met. Applicant requested a waiver due to the presence of extensive landscaping currently on the site. The site is currently well landscaped. 3) Sewer: This building currently has a sewer allocation of 14,000 gpd. The proposed and existing uses would need 4725 gpd of the overall allocation. This leaves 9275 gpd for the future tenants in the remainder of the building. 4) Parking: The existing and proposed uses require a total of 374 spaces and 1,000 spaces are available including a bike rack. 5) Traffic: ITE estimates that the existing uses generate 267.2 vehicle trip ends (vte's) during the P.M. peak hour and with the proposed change in use to generate 289.4 vte's. This represents a 22.2 vte increase. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington City Planner approves the site plan application of SymQuest Group, Inc. to amend a site plan for a 270,780 square foot building consisting of 40,000 square feet of office use, 20,000 square feet of warehouse use and 210,780 square feet of light manufacturing use. The amendment is to convert 25,000 square feet of light manufacturing use to general office use, 30 Community Drive, as depicted on a three (3) page set ,Z of plans, page one (1) entitled, "Ben & Jerry's Central Support Offices South Burlington Vermont," prepared by Truex Cullins & Partners Architects, dated October 1, 1997, with the following stipulations: 1) All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2) For the purpose of calculating required road impact fees under the South Burlington Impact Fee Ordinance, the City Planner estimates that the proposed change in use will fit within the approved number of trip ends for the property and therefore will generate zero (0) additional trip ends during the P.M. peak hour. 3) Pursuant to Section 26.105(a) of the zoning regulations, the City Planner grants a $8500 landscaping credit for existing landscaping. 4) The applicant shall obtain a zoning permit for the change is use within six (6) months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 5) The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to the use of the newly converted space. 6) Any change to the site plan shall require approval by the South Burlington Planning Commission.
