We would like to offer the following comments: 1. This project is located in the Potash Brook watershed. This watershed is listed as stormwater impaired by the State of Vermont Department of Environmental Conservation (DEC). 2. The project proposes to create greater than 1 acre of impervious area and disturb greater than 1 acre of land. It will therefore require a stormwater permit and construction permit from the Vermont DEC Stormwater Division. The applicant should acquire these permits before starting construction. 3. Please indicate where maintenance access for the gravel wetlands will be located. Both forebays are located relatively close to the GMP easement. Confirm if the necessary type of equipment to conduct maintenance in the forebay, such as an excavator and dump truck, are provided adequate access without any conflicts with the overhead power. 4. The outlet pipe from Gravel Wetland 1 is shown with an invert at 362.50’. Being a 24” pipe, that puts the top of pipe at 364.50’. The finished grade in this location is 365.0’, meaning there is only 6” of cover at most. The plans should be revised to provide greater cover over this outlet pipe. a. Soil materials should also be specified for the berm along the eastern side of the gravel wetland to ensure there is no seepage through the berm. b. Include anti-seep collars on the outlet pipes from the gravel wetlands. 5. Silt fence is only effective for its contributing drainage area if space every 100’, or less depending on slope. The EPSC plans should be revised to show proper spacing of silt fence. As depicted, it shows spacing of over 500’ in some locations, which would likely result in the silt fence being overwhelmed during a rain event. 6. The DRB should include a condition requiring the applicant to regularly maintain all stormwater treatment and conveyance infrastructure.
