If possible, I would like to define what we’re all working towards as a solution. That will help us coordinate our efforts in the future. At this time, we haven’t selected a preferred alternative from the “quick build” options. However, I’m pretty sure that we don’t want jersey barriers. As much as I don’t like the existing bollards we have for our path (on Dorset St), I think they would work here in a temporary fashion. We can then redesign the road surface and lanes when (1) we replace/repair the existing culvert or (2) when the City’s budget can accommodate a ~$800,000 project for this short length of path. All - Please jump in if you have significant concerns with this approach! There is an existing path on Kimball Ave that begins approximately 100 ft south of the project limit. City of South Burlington has performed a feasibility study to connect the project area to the existing path. The Board finds the applicant shall modify their plans to bend the end of the proposed segment of recreation path to the roadway to facilitate future City construction of “quick build” alternatives identified in the feasibility study, and that the alignment of the recreation path in this location shall be reviewed and approved by the Director of Public Works for consistency with the City’s current plan for connection prior to issuance of a zoning permit for its construction. Since writing that, Tom has suggested perhaps we want them to actually build the “quick build” alternative. I think in order to do that, we’d have to know which option we want. I’d like to find a way to defer that decision, but given the broad range of costs, I’m not sure I can. Paul, your thoughts on whether we can contort the approval to leave it undecided, and Tom, any further thoughts on what I have written instead? They are anticipating completing the 155 homes currently proposed for final plat approval in a 5-year timeframe. The sidewalk is proposed to be concurrent with the first of the non- residential (or multifamily) lots for which no design has yet been presented. The Board may push it up to the 125th home though, we’ll find out in a couple weeks. If it were to be concurrent with the first non-residential lot, we don’t actually have a timeline, but something on the order of 5-6 years is probably reasonable. We may want to move forward with engineering/permitting on the current schedule and have it ready for construction a year or two later. Also, if this project is in our CIP on a realistic time table then we may not need to move the temporary solution forward. Paul and I spoke a bit about this yesterday after the meeting and we think there is a pretty simple solution with a little striping, some bollards, and O’Brien bringing their path to a curb cut. Also, the $800k crossing project is in the bike/ped CIP to be designed and constructed in FY24-FY26. Thanks! This may be a reasonable way for us to connect the path proposed by the O’brien project to the existing path at Community Drive in the near term. Perhaps we could cost share this connection with O’brien, and/or use some impact fees for this work?
