CITY COUNCIL 15 MAY 2013 The South Burlington City Council held a special meeting on Wednesday, 15 May 2013, at 6:00 p.m., in the Conference Room, City Hall, 575 Dorset St. Members Present: P. Mackenzie, Chair; R. Greco, H. Riehle, P. Nowak, C. Shaw Also Present: K. Dorn, Interim City Manager; R. Rusten, Deputy City Manager; P. Conner, Director of Planning & Zoning; K. Murray, Planning Department; L. Murphy, Librarian; S. Dopp, S. Quest, S. Dooley, B. Goldberg, G. Maille, P. Taylor, J. Simson, M. Simoneau, T. Riehle, L. Michael, L. Williams, W. Rapp 1. Executive Session: Ms. Nowak moved that the Council meet in executive session to discuss legal issues, update on lawsuit, and personnel, and to include the Interim City Manager and Deputy City Manager. Ms. Riehle seconded. Motion passed unanimously. Regular Session: 1. Consent Agenda: A. Sign Disbursements B. Maille Appeal Ms. Greco moved to approve the consent Agenda as presented. Ms. Nowak seconded. Motion passed unanimously. 2. Discuss and possible approval of authorizing the Interim City Manager to enter into contract negotiations with consultant for the Open Space Study: Ms. Riehle moved to direct the Interim City Manager to enter into contract negotiations with the consultant for the Open Space study. Ms. Greco seconded. Motion passed unanimously. 3. Discuss Future Role of the Interim Zoning Committees after reports have been submitted to the City Council: Council members debated the Chair's recommendation that the Interim Zoning Committees end after their final reports have been submitted. Issues included staff time, public enthusiasm for the work of the committees, the possibility of forming other groups/committees (e.g., a housing trust), the major effort needed for the TIF process, having committee members continue meet informally without the need for staff involvement, and a time-line for when committee recommendations would be acted upon. Following discussion and audience input, Mr. Shaw moved to end the Council approved work of the Sustainable Agriculture Task Force and the Affordable Housing Committee and Council liaisons. While the Council encourages those groups to continue work and to advise the Planning Commission and City Council on their work, the Council thanks both Committees for their work and will forward their work to the Staff review Committee. Both Committees are asked to come back to the Council on 3 June 2013 with a time-frame as to how long it will take them to process their recommendations and begin to distribute LDR and Comprehensive Plan recommendations to the Planning Commission and other recommendations to appropriate groups. Ms. Nowak seconded. Motion passed unanimously. As there was no further business to come before the Council, Ms. Nowak moved to adjourn. Ms. Riehle seconded. Motion passed unanimously.
