The South Burlington Board of Civil Authority held a meeting on Thursday, 14 July 2022,
at 6:00 p.m., in Room 334, City Hall, 180 Market Street.
Members Present: C. Shaw, Chair; D. Kinville, M. Emery, T. Barritt, B. Gross, A. Gross, P.
Mahoney, C. Callea, R. Nowak, Sen. T. Chittenden
Also Present:
1. Agenda Review: Additions, deletions, or changes in the order of Agenda items:
No changes were made to the agenda.
2. Review evacuation plans in case of an emergency:
Ms. Kinville provided emergency evacuation plans.
3. Approve Minutes from 15 February and 7 June 2022:
Mr. Barritt moved to approve the minutes of 15 February and 7 June 2022 as written. Ms.
Emery seconded. Motion passed with all present voting in favor.
4. Organizational meeting for new appeals to the BCA for property values:
a. Set up meeting times and schedule hearings
Ms. Kinville noted that residents had until 6 July to appeal to the BCA. Two appeals were
received. An appeal for the property at 124 Technology Park Way met the 6 July deadline. An
appeal for the Dover Place Garden Street Apartments was hand delivered on 8 July and thus did
not meet the deadline. The BCA cannot hear that appeal.
Mr. Barritt moved that the Board of Civil Authority not accept the grievance regarding the
property at Dover Place, Garden Street due to its being filed two days past the deadline for
filing. Mr. Grossman seconded. The motion passed with all present voting in favor.
Ms. Kinville will send a letter to the appellant with the Board’s decision and letting them know
they can file again next year.
Mr. Shaw then suggested the Board hear the appeal from 124 Technology Park Way during the
third week in September. He reminded members that only 3 members need to be present for
that hearing in order to form an inspection team.
Mr. Grossman then moved that the Board hear the appeal of 124 Technology Park Way on 15
September 2022 at 6:00 p.m. at South Burlington City Hall. Mr. Barritt seconded. The motion
passed with all present voting in favor.

Ms. Kinville advised members that two appeals heard by the Board last year were further
appealed to the State (Pizzagalli and Piper). Those hearings are coming up soon. Ms. Lyons will
represent the City. Mr. Shaw said that the low rate of appeal to the State or Court means that
the BCA did a good job.
Ms. Kinville asked members to notify her as to what dates work for them for pre-election
training for the August election.
As there was no further business to come before the Board, Mr. Barritt moved to adjourn.
Ms. Grossman seconded. The motion passed with all present voting in favor. The meeting
was adjourned at 6:18 p.m.
