AFFORDABLE HOUSING COMMITTEE – Draft Minutes September 21 2022, 6:00 p.m., meeting held online and at City Hall
Members Present: Chris Trombly, Darrilyn Peters, John Simson, Leslie Black-Plumeau, Megan Emery,
Ariel Jensen Vargas
Absent: Sandy Dooley, Tom Goetz, Vince Bolduc

1. Call to order, approve minutes from the 08/17/2022 AHC Meetings, approve
agenda, public comment, announcements
Darrilyn moved to accept minutes, Leslie seconded. Unanimously approved
Leslie proposed to accept the agenda, Darrilyn accepted. Unanimously approved
Announcements:
Leslie shared that registration is open for VT Statewide Housing Conference on Wed Nov 16th and will
send a link. Fee is $100. There is a scholarship fund available for ten people to attend the conference.
Committee members should contact Jessie Baker if interested in attending to cover the fee.
Chris met with someone who is interested in starting a Housing Committee in Williston.
Reviewed process for Work Groups
City Manager Update: Housing Trust Fund is meeting Tomorrow.
City Council holding mtg on Nov 30th to hear from committees about ARPA fund priorities.
Jessie spoke on panel (representing municipalities). What is state’s role in local zoning and what is the
local role in zoning?
2. Discussion and possible action regarding Education Impact Fees
School board looking to reinstate education impact fees. Based on bedroom count. $42,000 unit if over
3 bedroom. School is updating RSV study and ordinance.Council would have to warn an ordinance
change for a public comment.
All know we have capacity issues. Most likely will tie impact fees to a specific capital project.
What is status of this proposal? Impact fees are meant to be a contribution that represents the costs
that new development brings. RSG and Planning and Zoning put in population projections together,
based on national formulas. Need to use real examples in So Burlington.
Impact fee can be like an escrow account for very specific projects.
3. Discussion and possible action for Planning Commission Liaison.
How does the redevelopment work group communicate with PC? Janet will draft an email to Jessica
asking about a contact person to support the redevelopment work group.
4. Discussion and possible action on a motion to Climate Action Task Force to recommend
changes to the draft climate action plan.
Darrilyn will contact Vince and make sure he has the most updated version of the CAP.
Next mtg to discuss CAP with CC is Oct 3rd
Chris moved to assign housing trust funds for the building ordinance to offset cost …(read from
Evernorth recommendations). Leslie seconded. Discussion ensued. Megan showed rebates available
($8,000.) for heat pumps beginning in Jan. 2023 through federal grant.
