HomeMy WebLinkAboutMinutes - City Council - 05/15/2009CITY COUNCIL 15 May 2009 The South Burlington City Council held a special meeting on Friday, May 15, 2009, at 8:00 a.m., in the City Manager's Office, City Hall, 575 Dorset St. Members Present: M. Boucher, J. Knapp, M. Emery, S. Dooley (via telephone) Also Present: C. Hafter, City Manager, T. Dipietro, Strom Water Superintendent, B. Hoar, Director of Public Works, D. Gravelin, Assistant City Manager Chair Boucher called the meeting to order at 8:05 a.m. City Manager Hafter reviewed the need for warning a Public Vote in order to authorize the borrowing of $74,000 to finance the upgrade of a storm water retention pond at the Quarry Ridge development on Juniper Drive. He explained that the authorization was necessary in order to accommodate certain conditions regarding the application for ARRA 2009 stimulus funds. It is anticipated that the ARRA funding will service 50% of the debt with the balance coming from the Quarry Ridge Neighborhood Association. Chair Boucher asked whether the City is protected in the event that the homeowner's association failed to pay. Manager Hafter said a lien would likely be place on the properties if that were to happen. Following brief discussion, M. Emery motioned to schedule a public vote at a meeting on June 15, 2009 at 7:00 p.m. for this foregoing purpose, seconded by J. Knapp, and upon vote the motion passed unanimously. In a related matter, on motion by J. Knapp, seconded by M. Emery, the Council further authorized the submittal of an application to the VT Agency of Natural Resources Department of Environmental Conservation, together with the Vermont Municipal Bond Bank for financial assistance from the State Revolving Loan Funds in the amount of $74,000. Upon vote, the motion passed.
