CITY COUNCIL ORGANIZATIONAL MEETING 22 MAY 2006 The South Burlington City Council held an organizational meeting on Monday, 22 May 2006, at 6:00 p.m., in the Conference Room, City Hall, 575 Dorset Street. Members Present: C. Smith, J. Condos, M. Boucher, D. O'Rourke Also Present: C. Hafter, City Manager; D. Gravelin, Assistant City Manager; D. Kinville, City Clerk, J. B. Hinds, Director of Planning & Zoning 1. Administer oath of office: Ms. Kinville administered the oath of office to re-elected Councilman Dan O'Rourke. 2. Election of City Council Officers: Mr. Hafter presided over the election of a Council Chair. He opened the floor for nominations. Mr. Smith nominated Mr. Condos. There were no further nominations, and Mr. Condos was elected unanimously. Mr. Condos presided over the remainder of the meeting. He asked for nominations for Vice Chair. Mr. O'Rourke nominated Mr. Smith. Mr. Boucher seconded. There were no further nominations, and Mr. Smith was elected unanimously. Mr. Smith nominated Mr. O'Rourke for Clerk. Mr. Boucher seconded. There were no further nominations, and Mr. O'Rourke was elected unanimously. 3. Set Time and Place for Regular Meeting; Approve Annual Meeting Schedule: Members agreed to meet on the first and third Mondays of the month. They also agreed to change the meeting time to 7:00 p.m. Mr. O'Rourke moved that the Council meet on the first and third Mondays of the month at 7:00 p.m., except as noted on the schedule. Mr. Smith seconded. Motion passed unanimously. 4. Annual Appointments to be Made by Majority Vote of the City Council Pursuant to City Charter, Chapter 3, Section 301(2): Mr. Condos read the list of appointment and incumbents as follows: Mr. Hafter advised that all incumbents have performed satisfactorily and are willing to serve again. Mr. O'Rourke moved to reappoint incumbents to the positions as listed above. Mr. Smith seconded. Motion passed unanimously. 5. Information on Appointments to be Made by City Council in June/July 2006: Mr. Hafter reviewed the appointments as follows: Mr. Boucher noted the School Board is interested in putting a member of the Library Board. Positions will be advertised in The Other Paper. As there was no further business to come before the organizational meeting, the meeting was adjourned at 6:30 p.m. Clerk CITY COUNCIL SPECIAL MEETING 22 MAY 2006 The South Burlington City Council held a special meeting on Monday, 22 May 2006, at 6:30 p.m., in the Conference Room, City Hall, 575 Dorset St. Members Present: J. Condos, Chair; C. Smith, M. Boucher, D. O'Rourke Also Present: C. Hafter, City Manager; D. Gravelin, Assistant City Manager; J. B. Hinds, Director of Planning & Zoning: 1. Review Contract Amendment for City Center Roadways (design, engineering and permitting for complete roadway network and traffic signalization; utilities; stormwater management/wetlands system; land use planning): Ms. Hinds noted that with money that came to the city, work on the City Center could be expanded. The contract amendment under consideration would get the city through to bid documents. Work involves: White Street/Williston Road intersection Hinesburg Road/Market Street Williston Road and Mary Street Windjammer/Doubletree entrances Ms. Hinds said the city doesn't have to lay out any money until costs get beyond the $1,000,000 mark. After that, city-matching funds can take many forms: TIF, impact fees, etc. Mr. Condos advised that recent legislation means there will be only 2 TIF's per year issued for 5 years. Mr. Smith addressed the issue of how wide the discussion on the Police Station will be and felt that it should include this project as well. Mr. O'Rourke felt people have to know the plans for the City Center including a rough build-out figure. After a brief discussion, Mr. Smith moved to authorize the City Manager to sign the Contract Amendment as presented. Mr. O'Rourke seconded. Motion passed unanimously.
