HomeMy WebLinkAboutMinutes - City Council - 09/18/2000CITY COUNCIL 18 SEPTEMBER 2000 The South Burlington City Council held a regular meeting on Monday, 18 September 2000 at 7:30 p.m., in the Conference Room, City Hall, 575 Dorset St. Members present: J. Condos, C. Smith, D. O'Rourke, S. Magowan Also present: P. Bestenbostel, Asst. City Manager; S. McCallum, B. Hoar, L. Bresee, S. Audette, A. Johnston 1. Comments & questions from the audience not related to agenda items: No issues were raised. 2. Announcements & Assistant City Manager's report: Mr. Smith: Met with Supt. Chattman, Mr. Bestenbostel and others to help craft a statement on the impact of Act 60 with a public relations consultant. The infrastructure sub-committee working on the Regional Plan will meet next week. Mr. Condos: The Regional Planning Growth Center meeting will take place on Thursday, at 4 p.m. The Board of Civil Authority will meet Thursday on tax appeals. The Pool/Community Center Committee will meet Thursday, 7 p.m. The Local Elected Officials meeting will take place in downtown Burlington on Thursday, 7:30 p.m. There will be an Executive Session, Monday, 25 September, 7 p.m. The Town Fair will be held next Wednesday & Thursday in Montpelier. Mr. Bestenbostel: Now that the high school has restricted parking on campus, more students are parking in the City Hall lot. A "For Municipal Business Only" sign will be posted, and it is hoped that this will work. 3. Re-approval of road closure for air show: Mr. Condos noted that only a part of Air Guard Rd. will have to be closed for intervals during the show. Mr. Bestenbostel said neighbors will be notified. Mr. Magowan moved to accept the modified reapproval of road closures for the Charity Air Show. Mr. Smith seconded. Motion passed unanimously. 4. Re-approval of PILOT with Cathedral Square Corporation: Mr. Bestenbostel said the City Attorney was to fax this to him, but it was not received. Members agreed to consider this at next week's meeting. 5. Bike Path, Swift Street/Farrell Park connection: Mr. Hoar said they will extend the path up the west side of the road, across the back area, remove a section of fence, and then join with the path on the other side. Mr. Magowan asked if there will be a gate at Swift St. Mr. Hoar said it isn't needed as the area is very flat. Mr. Condos noted that sensors for the new traffic light were put in today. Mr. Bresee said the Rec Path Committee supports the route of the path described by Mr. Hoar. 6. Natural Resources Committee report: Ms. McCallum said the committee has come up with a methodology for an open space plan. They hope this will provide a prioritization for use of the conservation fund. The planning commission saw the report last week and made a few suggestions. The process for the open space plan will be separate from the comprehensive plan process, but they will complement each other. 7. Grant application for implementation of natural resources plan: Ms. McCallum said they are looking to this and several other funding sources. An error in the dates will be corrected. Mr. O'Rourke moved to approve the resolution and authorize Joe Weith to sign the grant application. Mr. Smith seconded. Motion passed unanimously. 8. Review Development Review Board agenda for meeting of 19 September 2000: No issues were raised. 9. Sign Disbursement Orders: Disbursement Orders were signed.
