Hafter, City Manager; P. Bestenbostel, Asst. City Manager; S. Stitzel, City Attorney; A. Johnston, The Other Paper; J. Ladd, K. Sasserossi, D. Carris 1. Comments & questions from the audience not related to agenda items: Ms. Johnston asked how often cats need rabies shots for licensing. Mr. Hafter said every 2 years. 2. Announcements & City Manager's report: Mr. Sheahan: The annual meeting of the Regional Planning Commission will be held at the Dockside Restaurant in Burlington, 28 August, 7 p.m. The public is invited. Mr. Hafter: The Steering Committee will meet on 31 August, 7:30 p.m. There will be a meeting tomorrow in Essex regarding Regional Dispatching. A meeting will be held on 9 August, 1:30 p.m. regarding establishment of performance standards for the commuter rail project. The VLCT Town Fair will be held on 28 September in Killington. Council members are invited to attend. The Third Annual Triangle of Excellence on 8 September will focus on Lake Champlain bikeways and preparations for the 400th anniversary of Samuel de Champlain's arrival. The 13th Annual Fire Department Open House will be held on 10 September, 10 a.m.-3 p.m. at Station #1. National Night Out was again very successful with an excellent turnout. The housing task force working on the Regional Plan is coming up with a very good report that will be given to the Commission. 3. Interview with Diana Carris, applicant for Library Board of Trustees: Ms. Carris said she has worked as a library volunteer and is an avid book collector. She is now retired and has time to give to the community. She felt the Community Library should be separate from the School Library. Mr. Hafter noted there are two openings on the Library's Board, and he has received an application from Melissa Pasanen who will come to the next Council meeting. 4. Public Hearing: Vermont Community Development Block Grant Application from City of South Burlington and Lake Champlain Housing Development Corp. for development of 160 units of rental housing, Farrell Street: Mr. Condos declared the public hearing open. Mr. Sasserosi explained the application process. Two public hearings will be needed, the first during the application process and the second if funds are awarded. He then reviewed the timetable for the process. Applications are due on 22 August. Before that date, the city needs to adopt a resolution to confirm that the city is applying and that they will accept money, if awarded. A contact person must also be named. In early October, applicants will make a presentation to a citizens committee. This committee will report to Molly Lambert. Awards will be made in mid- October. Mr. Hafter asked if the grant money is necessary for the project. Mr. Sasserosi said absolutely. He noted the grant is actually a 0% deferred 30-year loan. He also felt the project has a lot of benefits for everyone. Mr. Ladd then briefly described the project and showed drawings. He noted the housing piece is part of a larger PUD which includes retail and commercial aspects. Housing will be in four 40-unit buildings with underneath parking. Mr. Sasserosi noted there will be a mix of affordable and open market housing. Rentals will include heat. Mr. Condos noted residents will be able to walk to everything...grocery store, other retail, public transportation, etc. Mr. Sasserosi said there will be an outreach effort made to city employees when renting begins. He anticipated an 18-month building period with the first units on the market in the summer of 2001. Mr. Sheahan moved to close the public hearing. Mr. Smith seconded. Motion passed unanimously. Mr. Hafter said he would have the resolution prepared for the next Council meeting. 5. Consideration of approval of Capital Equipment Refunding Note and Resolution for sidewalk snowplow: Mr. Hafter noted the interest rate on the note will be 4.75%. Mr. Sheahan moved to approve the Note and Resolution as presented. Mr. Smith seconded. Motion passed unanimously. 6. Consideration of approval of Special Event Permit for Second Annual South Burlington Family Music Festival; 20 August, Dorset Park, 1-4 p.m.: Mr. Hafter said there would be no admission charge for the event. Performers will include Marco the Magician, the S. Burlington High School Jazz Band, Taiko Drummers, and others. Mr. Smith moved to authorize the City Manager to sign the permit. Mr. O'Rourke seconded. Motion passed unanimously. 7. Consideration of appointment of Chair Jim Condos as voting delegate at VLCT Town Fair: Mr. Magowan moved to appoint Jim Condos as voting delegate to the VLCT Town Fair. Mr. Smith seconded. Motion passed unanimously. 8. Review Agenda for Planning Commission meeting of 8 August 2000: It was noted that land use aspects of the Comprehensive Plan will be discussed at this meeting. Mr. Sheahan commended the DRB on its position regarding requests for variances. He hoped they would continue with this policy and look at changing zoning regulations as a mechanism for change rather than variances. 9. Review minutes of 10 July and 17 July: Mr. O'Rourke moved to approve the minutes of 10 July and 17 July as written. Mr. Magowan seconded. Motion passed unanimously. 10. Sign Disbursement Orders: Disbursement Orders were signed. Executive Session: Mr. Sheahan moved the Council adjourn and reconvene in Executive Session to discuss contract negotiations, litigation, and appointments, and to resume regular session to make possible appointments and settle a litigation issue and/or adjourn. Mr. Magowan seconded. Motion passed unanimously. Regular Session: The City Council reconvened in regular session. Terry Sheahan moved the appointment of Diane Carris to a three-year term on the Library Board of Trustees (2003). Steve Magowan seconded the motion passed unanimously. Terry Sheahan moved to resolve the alleged false claim involving FEMA funds for a reimbursement of $2,610. Chris Smith seconded. The motion passed unanimously. Steve Magowan moved to adjourn.
