CITY COUNCIL 14 JUNE 1999 The South Burlington City Council held a special meeting on Monday, 14 June 1999, at 4:00 p.m., in the Conference Room, City Hall, 575 Dorset Street. Members present: James Condos, Chair; David Austin, Joan Britt, Terrance Sheahan Chris Smith Also present: Charles Hafter, City Manager; Peter Bestenbostel, Assistant City Manager; Albert Audette, Street Dept; Bruce Hoar, Street Dept., Michael Dugan, Lance Llewellyn 1. Discussion of plans to proceed with upgrade of public works facility: The meeting began with an overview of planning and development for the project to date. The facility is planned to include a service area, school bus storage area, and vehicle storage. Part of the old facility will be maintained and not demolished. The project is planned to be sized to accommodate the present fleet size plus a factor for growth. Mr. Austin suggested there be a formal analysis of potential growth of the Department and thus of the vehicles it will need. Ms. Britt suggested this include growth estimates for the bus fleet as well. There is an estimated $150,000. cost saving realized from maintaining some of the existing buildings. The parts of structures to be saved will not adversely impact traffic flow on the property. Mr. Audette noted that new slab may be placed over the existing slab. It was felt that the demo should be structured as an alternate bid taking into account various input. The budget for the project is not set at a specific amount but rather a "not to exceed" figure. It is estimated that construction will take 6 months. This includes the period for getting permits (water, wastewater, and city planning). At this time, it is not believed an Act 250 permit will be needed. It was noted that the bond was approved based on a preliminary design. Members asked what the next step would be. Messrs. Llewellyn and Dugan will submit a proposal to the City Manager. Mr. Hafter said there is no requirement to go to bid for architectural work. The project could be done in phases, but there would be added costs associated with this. Council members asked about the qualifications of the design team. Mr. Dugan indicated he has a great deal of experience with automotive facilities and steel buildings. Mr. Llewellyn has a background in both commercial and residential development. Two questions that still need to be addressed are an energy assessment and an estimate of the useful life of the facility. Members then considered the timing of the bid: in the fall for spring construction or now for fall construction. It was estimated that it would take 2-1/2 months from the current design to having formal bid documents. That would mean September, 1999. It was noted that if winter conditions are a factor, there will be an additional $12,000-15,000 "cold bid" premium. There is also a 6-8 week lead time on the ordering of steel. The Council agreed to continue the discussion in Executive Session on 21 July.
