ECONOMIC DEVELOPMENT COMMITTEE
June 14, 2022 at 5:30 pm

Members in attendance: Linda Norris, Tom Bailey, John Burton, Sriram Srinivasan
Members Absent: Jacob West
Others in attendance: Jessie Baker, Ilona Blanchard, Councilor Tim Barritt, Councilor Matt Cota,
Andrew Hayes (Director at Eastern Real Estate.)
Guests: Sandra Dooley, Daniel D’Ambrosio (Burlington Free Press), Michael Keller, and Darrilyn
Peters.
1. Welcome, agenda review and approval
The Meeting was called to order by John Burton, Chair, at 5:30 PM and agenda approved.
2. Public comments on items not on the Agenda
None
3. Approve minutes from June 2, 2022 meeting
Tom B motioned and Linda seconded. Minutes were approved.
4. City Manager Jessie Baker updates
Steven Locke has been named new SB Fire Chief and Former Chief Francis will become the Fire
Marshal. The City Council will meet on July 11th for their annual policy setting retreat. The City
Council approved the survey to gather community feedback on how to use remaining $3M.
Survey will be available on Survey Monkey this week. The Council will review the data in
September. The VT Economic Progress Council will be doing their annual TIF site visit this week.
5. Welcome Andrew Hayes, Director at Eastern Real Estate, on the acquisition of the
University Mall property
Andrew Hayes (Director of Eastern Real Estate) was the guest speaker. Since Acquisition,
Andrew and ERE have been doing many interviews and data gathering on needs for the future
of the Mall in SB. They have hired a branding company in Boston (a member of the firm is from
Williston.) The committee asked what might the new Mall Experience be? They are starting
feasibility studies on traffic, ped, parking and needs for food, beverage, housing, office, retail,
etc. They are anticipating future presentations to the community as they formulate and design
the future characteristics of the mall. All present are excited about the new owners and showed
support.
6. Finalize the FY23 Policy Priorities & Strategies
The Committee made a few changes to the spreadsheet presented. And approved it to go to
Council with these changes. Primarily the Committee made a revision to a Green and Clean
item.
7. Update on Community Development summer interns
Koleigh Vachereau and Izzy Menard are working with the City this summer on various projects
on community and economic development. The Committee will look at the data they are
collecting in the future.
8. Adjourn – Meeting adjourned at about 7:00 with Tom B motioning and John seconding
adjournment motion.
