SITE PLAN APPLICATION #SP-22-015
FINDINGS OF FACT AND DECISION
Autohaus, hereinafter referred to as the applicant, is seeking to amend a previously approved
plan for a 1,273 sq. ft. auto sales, service and repair facility. The amendment consists of a
constructing a 30’x42’ (1,260 sq. ft.) three bay service garage, 1693 Shelburne Road.
Based on the plans and materials contained in the document file for this application, the
Administrative Officer finds, concludes, and decides the following:
FINDINGS OF FACT
1. The applicant is seeking to amend a previously approved plan for a 1,273 sq. ft. auto sales,
service and repair facility. The amendment consists of constructing a 30’x42’ (1,260 sq. ft.)
three bay service garage, 1693 Shelburne Road.
2. The owner of record of the subject property is 1693 Shelburne Rd, LLC..
3. The subject property is located in the Commercial 2 Zoning District, Traffic Overlay District-
Zone 3, Transit Overlay District and the Urban Design Overlay District. The River Corridor
Overlay District, and associated wetlands are located at the extreme western edge of the
parcel.
4. The application was received on April 12, 2022.
5. The plans submitted consist of the following:

SITE PLAN REVIEW STANDARDS
Only the standards below are affected by this application. All other standards will continue to be
met.
Stormwater
6. Pursuant to Section 13.05 A(2) of the Land Development Regulations (LDR),
Environmental Protection Standards
7. A portion of the western area of the parcel is within the River Corridor Overlay District and
includes associated wetlands. These resources are unaffected by the application.
Bicycle Parking
8. Pursuant to Section 13.03(B) of the LDRs, bicycle parking shall be provided on the subject
property. A total of four (4) bicycle parking spaces (bps) are required for this application.
The site plan indicates 2 inverted “u” racks, totaling 4 spaces.
Disposal of Wastes
9. Per Section 14.07 C, all dumpsters and other facilities to handle solid waste, including
compliance with any recycling, composting, or other requirements, shall be accessible,
secure and properly screened with opaque fencing to ensure that trash and debris do not
escape the enclosure(s). A screened dumpster is shown on the plan.
Snow Storage
10. Per Section 13.04(B)(7), “snow storage areas must be specified and located in an area that
minimizes the potential for erosion and contaminated runoff into any adjacent or nearby
surface water.” Snow storage is shown on the plan
Landscaping
11. Per Section 13.04, Table 13-4, the applicant is required to provide landscaping with a
landscape budget amount of 3% of the first $250,000 or construction/improvement cost,
then 2% of the next $250,000. Based on the estimated $75,000 project cost, the minimum
required landscaping budget is $2,250. The applicant has shown a 140’ long hedge row on
the plan with an installation cost of $2,700. The Administrative Officer finds this criterion to

OTHER
Traffic
Applying the Institute of Traffic Engineers Trip Generation Manual, 10th Edition Land Use Code
841 (Automobile Sales – Used), the existing building generates 5 pm peak hour trips. The
proposed addition generates an additional 4 pm peak hour trips, for a total of 9.
12. The subject property falls within Traffic Overlay District Zone 3. The traffic budget in this
zone is 45 trips per 40,000 s.f. The parcel is 39,895 s.f., allowing for 44 pm peak hour trips.
This criterion is met.
Transit Overlay District
13. It is the purpose of the Transit Overlay District to provide for a safe, compact, and efficient
land use pattern that supports regular fixed-route transit service, pedestrian and bicycle
infrastructure. Certain land uses may be permitted only within the Transit Overlay District,
or be permitted outside the District subject to conditions. Other incentives or requirements
that complement a multi-modal environment may also be established. No supplemental
standards apply to this use, which is permitted within the TOD.
Vehicle Display
14. The four vehicle display spaces shown on the plan were approved by Site Plan #SP-04-13.
Urban Design Overlay District
15. The proposed building addition is outside the Urban Design Overlay District.
Lighting
16. All fixtures must be downcast and shielded.
DECISION
Based on the above Findings of Fact, the Administrative Officer hereby approves site plan
application #SP-22-015 of Autohaus, subject to the following conditions:
1. All previous approvals and stipulations which are not superseded by this approval shall
remain in effect.
2. This project shall be completed as shown on the plan and shall be on file in the South
Burlington Department of Planning and Zoning.
3. The applicant must obtain a zoning permit within six (6) months from the date of this
decision or this approval expires and is null and void.
4. Prior to issuance of a zoning permit, the applicant must post a landscaping surety for $2,250
in plantings in accordance with the methodology in LDR 15.15B. This surety shall remain in

full effect for three (3) years to assure that the landscaping has taken root and has a good
chance of survival.
5. The project will generate an estimate four (4) additional pm peak hour vehicle trips, for a
total of nine (9).
6. The applicant shall obtain a Certificate of Occupancy from the Administrative Officer prior to
use of the addition
7. Any change to the site plan shall require approval by the South Burlington Administrative
Officer or the Development Review Board, as allowed under the Land Development
Regulations.
