The South Burlington Board of Civil Authority held a meeting on Tuesday, February 15, in the
Senior Center, 180 Market Street.
Members Present: C. Shaw, Chair; D. Kinville, L. Vera, B. Nowak, M. Mahoney, A. Gross, B.
Gross, M. St. Germain, C. Callea, C. Santiorello, C Wagner
Also Present: M. Lyons, Assessor
1. Emergency evacuation plans:
Ms. Kinville provided emergency evacuation instructions.
Ms.Kinville reminded attendees that the wearing of masks is still required in City Hall.
2. Comments from the public not related to the agenda:
There were no public comments.
3. Any change in the order of the agenda:
No changes were made to the agenda.
4. Approve minutes from December 9, 2021
Mr. Gross moved to approve the minutes as written. Mr. St. Germain seconded. Motion
passed with all present voting in favor.
5. Review status of reapportionment
D. Kinville updated the board on the status of the reapportionment for the City. The
Representatives have been working with the House Government Operations committee in an
attempt to get South Burlington 5 self-contained districts. However, as of tonight, they have
only been successful of getting the lines redrawn to put them into 4 separate districts as
opposed to the 2 districts which housed 2 representatives, which would leave 3 districts
needing new reps. As the map currently stands, the 5th district would be a shared district with
Williston. D. Kinville testified to House Government Ops, after several discussions with
Representative LaLonde, as the necessity of having that 5th district just be South Burlington. D.
Kinville testified that 2 of South Burlington’s districts have been the most underrepresented
districts with the highest growth in the state. By not allowing future growth to be incorporated
into the decision, South Burlington would once again be underrepresented. Representative
Lalonde and D. Kinville will continue to monitor the discussion. C. Shaw asked if Williston felt
the same as South Burlington in not wanting to share a district and Ms. Kinville responded that

they do not. A. Gross asked if we could have South Burlington and Williston clerk’s write a
letter to their representatives stating such a fact. C. Shaw said that was what we did when we
submitted our report to the LAB.
D. Kinville reached out to both Senator Sirotkin and Senator Chittenden as to the status of the
senate reapportionment. As of the time of the meeting, there has been little discussion in the
Senate on the issue. Mr. Sirotkin has said that he will continue to discuss the issue with Senator
Pearson who is chairing the reapportionment for the Senate.
6. Approve Presiding officers and election officials for the March 1 election
C. Callea made the motion to approve the list of presiding officers and assistant election
officials which was seconded by A. Gross. Motion passed with all present voting in favor.
7. Approve list of voters removed from checklist since last election
Ms. Kinville supplied a list of 510 voters who were removed from the checklist due to death
notices, response to challenge letter, those who moved out of state and those who notified the
office that they were no longer residents. L. Vera noted that the list was extensive and noticed
the number of people whom had been challenged and responded back.
M. St. Germain made the motion to approve the list purged voters which was seconded by A.
Gross. Motion passed with all present voting in favor.
8. Election Training
D. Kinville stated that 556 early ballots had already been mailed out for the election and that
number would be increasing over the next 2 weeks. She inquired if the board thought it
necessary to have a pre-processing of early ballots. After discussion it was decided that a
preprocessing of ballots day would be February 24th at 9:00 a.m. at City Hall. D. Kinville asked
the presiding officers to hold onto those early ballots which are received after the
preprocessing of ballots until around 9:00 a.m. This allows the front desk workers to
concentrate on the early ballots while the polling location is less busy.
There are no provisional ballots or special needs tablet at this election.

D. Kinville went over the voter application form and stressed that every line on the form should
be completed before the voter is given a ballot. The only exceptions are email address and
where they voted prior. Each election there are incomplete forms that need to be contacted to
complete the application enough to put the voter into the computer and there are always
several that never come back or come back as undeliverable by the postmaster.
D. Kinville had the grey binder that contains all the information people need to know on
election day and went through several of the tabs in the binder. When it is slow, please take
the time to review the binder contents and if there is any question during the day, please call D.
Kinville’s cell or the clerk’s office.
D. Kinville showed the closing plastic binder that will be in each districts bin of supplies for the
day. It has everything you need, or need to know, to close the polls at the end of the day. She
asked that they please review this during their shift, prior to closing and if any questions, please
ask.
9. Testing of election tabulating machines
D. Kinville assigned C. Shaw, L. Vera and B. Nowak and herself to a tabulator and asked each to
give a demonstration on how the tabulators work, how to read the LCD screen, how to
recognize and handle an overvoted ballot, as well as closing procedures. The tabulators were
then tested and assigned the following seal #’s to the tabulators and closed until preprocessing
of ballots.

As there was no further business to come before the Board, M. St. Germain moved to
adjourn. C. Santorello seconded. Motion passed with all present voting in favor. The
meeting was adjourned at 8:02 p.m.
