SITE PLAN APPLICATION #SP-22-010
FINDINGS OF FACT AND DECISION
Vermont Commons School, hereinafter referred to as the applicant, is seeking to amend a
previously approved plan for a 26,700 sq. ft. educational facility. The amendment consists of
constructing a pedestrian connection to 65 Green Mountain Drive, 75 Green Mountain Drive.
Based on the plans and materials contained in the document file for this application, the
Administrative Officer finds, concludes, and decides the following:
FINDINGS OF FACT
1. The applicant is seeking approval to amend a previously approved plan for a 26,700 sq. ft.
educational facility. The amendment consists of constructing a pedestrian connection to 65
Green Mountain Drive, 75 Green Mountain Drive.
2. The owner of record of the subject property is Vermont Commons School.
3. The subject property is located in the Commercial 2 Zoning District and the Transit Overlay
District.
4. The applicant purchased 55 Green Mountain Drive and received Site Plan approval (#SP-22-
019) and Conditional Use approval (#CU-22-03) on June 22, 2022 for a change of use and
associated site improvements. The purpose of this application is to create an improved
pedestrian connection to 55 Green Mountain Drive, which involves crossing a portion of 65
Green Mountain Drive.
5. A complete application was received on March 24, 2022.
6. The submitted plans consist of the following.

SITE PLAN REVIEW STANDARDS
Only the standards below are affected by this application. All other standards will continue to be
met.
Access and Circulation
7. 15.A.14(E) pertains to access and circulation and requires safe access to abutting properties,
minimization of curb cuts, and shared vehicular access to the extent feasible. The project
enhances pedestrian connections to the abutting property to the south. Vehicular access is
provided via a single curb cut off Green Mountain Drive.
Short-term Bicycle Parking
8. Pursuant to Section 13.03(B) of the LDRs, the applicant must provide short-term bicycle
parking spaces. Educational uses require 1 space for each 20 students of planned capacity.
The applicant’s website indicates 108 students are enrolled for 2021. Therefore, five bicycle
parking spaces are required. The administrative office finds that prior to issuance of a
zoning permit the applicant must modify the plans to include parking for five (5) bicycles, on
the existing concrete pad east of the existing parking and south of the existing building.
Snow Storage
9. Per Section 13.04(B)(7), “snow storage areas must be specified and located in an area that
minimizes the potential for erosion and contaminated runoff into any adjacent or nearby
surface water.” Snow Storage areas are not noted on the plan. The administrative officer
finds that prior to issuance of a zoning permit the plans must be revised to show the
location of the snow storage area(s).
Waste Disposal
10. Per Section 13.04(C)(3), “There shall be sufficient landscaping, walls, or fencing of sufficient
height and opacity to effectively screen outdoor storage areas, refuse, recycling, and
compost collection (excluding on-site composting) areas.”. The plans submitted only show a
portion of the property. The screened dumpster location is located on the portion of the
property not shown on the submitted site plan.

DECISION
Based on the above Findings of Fact, the Administrative Officer hereby approves site plan
application #SP-21-010 of Vermont Commons School, subject to the following conditions:
1. All previous approvals and stipulations which are not superseded by this approval shall
remain in effect.
2. This project shall be completed as shown on the plan and shall be on file in the South
Burlington Department of Planning and Zoning as amended herein.
3. The applicant must obtain a zoning permit within six (6) months from the date of this
decision, or this approval expires and is null and void. The applicant may submit a request
for an extension to obtain a zoning permit under the terms outlined in Section 17.04 of the
LDR’s, but the request must be submitted prior to the expiration of this approval.
4. Prior to issuance of the zoning permit, the plans must be revised to show the changes below
and shall require approval of the Administrative Officer:
a. The plans shall be revised to show the location of the snow storage area (s).
b. include parking for five (5) bicycles, on the existing concrete pad east of the
existing parking and south of the existing building
5. The applicant shall obtain a Certificate of Occupancy from the Administrative Officer prior to
use of the sidewalk.
6. A digital PDF version of the approved final plan set must be delivered to the Administrative
Officer before issuance of a zoning permit.
7. All exterior lighting must be installed or shielded in such a manner as to conceal light
sources and reflector surfaces from view beyond the perimeter of the area to be
illuminated.
8. The proposed project must adhere to standards for erosion control as set forth in Section
16.03 of the South Burlington Land Development Regulations. In addition, the grading plan
must meet the standards set forth in Section 16.04 of the South Burlington Land
Development Regulations.
9. Any change to the site plan shall require approval by the South Burlington Administrative
Officer or the Development Review Board, as allowed under the Land Development
Regulations.
