HomeMy WebLinkAboutMinutes - City Council - 11/21/1994CITY COUNCIL 21 November 1994 The South Burlington City Council held a regular meeting on Monday, 21 November 1994, at 7:30 p.m., in the Conference Room, City Hall, 575 Dorset St. Members Present: Robert Chittenden, Acting Chair; David Maclaughlin, James Condos, Michael Flaherty Also Present: Charles Hafter, City Manager; Peg Strait, Asst. City Manager; Albert Audette, Street Dept; Sylvia Smith, Jennifer Ely 1. Comments & Questions from the Audience (not related to agenda items): No issues were raised. 2. Announcements and City Manager's Report: a) Mr. Condos noted that he is now Chair of the Finance Committee of the Solid Waste District. b) Mr. Hafter said he is on the Committee for selecting a new head of the Solid Waste District. c) Mr. Hafter announced the following meetings: 1) 11/29 - Commuter Rail meeting. The City Manager and Messrs. Cimonetti and Flaherty have been asked to serve on this study committee 2) 11/30 - MPO meeting at Regional Planning offices at 3 p.m. 3) 12/2 - Chittenden Solid Waste District tour of facilities with a bus leaving at 8:30 a.m. 4) Water Commission - 12/6 at 5 p.m. d) Mr. Hafter updated the situation with the road between Dorset St. and San Remo Dr. Engineers have reviewed the concept plans and traffic analysis as has the City Engineer. The road will have to be one way in if Mr. Fleggenheimer wants to maintain his 31 parking spaces. The next step is for Mr. Fleggenheimer to meet with the city to see what he wants. Design work can then begin. e) Mr. Hafter noted that with regard to the study on the Exit 13 ramp to I-89, Mr. Audette had raised the question of what would happen if the ramp were to be built. A study has shown that people from Charlotte and Shelburne would use it to access I-89 and would add so much traffic to Spear and Dorset Streets that 2 left turn lanes would be needed on Dorset St. Mr. Audette said traffic would triple coming up Dorset St. 3. Interview with Wesley Eldred for appointment to Vacancy on Board of Trustees of South Burlington Community Library: Mr. Eldred said he grew up in South Burlington and has worked at the UVM Library for 30 years. He has dealt with facilities issues, safety/security, etc. He has a reasonable familiarity with the South Burlington Library. Mr. Condos noted there are expansion issues that will be coming up in South Burlington. 4. Presentation of Winooski Valley Park District Annual Report: Sylvia Smith introduced Jennifer Ely, Executive Director of the District. Ms. Ely said 60 South Burlington students have participated in programs at Ethan Allen Homestead which was double what had been projected. The District has gotten land just east of Colchester Pond with a marvelous view from Canada to Charlotte. There is also threatened habitat in the area. The District has also acquired 100 acres at the mouth of the river in Burlington. This is a waterfowl nesting site in spring. Steel Griswold donated time and people to upgrade Muddy Brook Park in South Burlington. The District has held workshops on getting easements for such things as recreation paths. The District is looking forward to acquiring land in Williston which is now leased. They also anticipate creating self-guided educational facilities. Mr. Condos asked if there is any interest in the area near the Lime Kiln Bridge. Ms. Ely said they had been involved in a proposed project there and said they would be willing to relook at the area. Mr. Hafter said the District is very well run and Ms. Smith is an excellent city representative. 5. Consideration of Approval of Memorandum of Agreement with Town of Colchester, State Agencies, and FHWA on Historic Preservation of Lime Kiln Bridge: Mr. Hafter reviewed the history of the proposed agreement. The State did not want to take over a bridge in bad shape and the Federal government doesn't want it removed because it is an historic structure. There is a proposed agreement that will allow the project to proceed. When the new bridge is built, the Vermont A of T will accept the old bridge if it is repaired as part of the project. The cost to Colchester and S. Burlington would be minimized as much as possible. Colchester has signed the agreement. The project is 4 or 5 years away. Mr. Maclaughlin didn't see why the bridge should be preserved as it is not beautiful. Mr. Audette explained its historical significance. Mr. Flaherty moved to authorize the City Manager to sign the agreement. Mr. Condos seconded. Motion passed unanimously. 6. Acceptance of Portion of Butler Drive and Portion of Adirondack Street as public streets: Mr. Audette said the streets meet city standards. Mr. Condos moved to accept Butler Drive and Adirondack Street as city streets as recommended in staff memo of 15 November. Mr. Maclaughlin seconded. Motion passed unanimously. 7. Review Minutes of 7 November: Mr. Condos noted that on page 7, the amount of tax reduction should read 3¢, not 3%. On p. 1, it was noted that in the last paragraph the number of streets done should read 22. Mr. Condos moved to approve the Minutes as amended. Mr. Flaherty seconded. Motion passed unanimously. 8. Sign Disbursement Orders: Disbursement Orders were signed. 9. Executive Session: Mr. Condos moved the Council adjourn and reconvene in Executive Session to discuss appointments to Boards and to resume regular session only to make such appointments and/or adjourn. Mr. Maclaughlin seconded. Motion passed unanimously. Following Executive Session, Mr. Condos moved the Council appoint Wesley Eldred to a 3-year term on the Library Board of Trustees. Mr. Flaherty seconded. Motion passed unanimously.
