HomeMy WebLinkAboutMinutes - City Council - 04/18/1994CITY COUNCIL 18 APRIL 1994 The South Burlington City Council held a regular meeting on Monday, 18 April 1994, at 7:30 p.m., in the Conference Room, City Hall, 575 Dorset St. Members Present: Michael Flaherty, Chairman; William Cimonetti, Robert Chittenden James Condos, John Dinklage Also Present: Charles Hafter, City Manager; Sonny Audette, Street Dept; Sid Poger, The Other Paper; Fred Wall, Amory Smith, Bob Hest, Eve Thorsen, Dave Maclaughlin, Jim Benosky 1. Comments & Questions from the Audience (not related to agenda items): Mr. Hafter announced that there will be a formal statement of the accreditation of the Police Department on 11 May from 4:30 to 6:00 p.m. in the High School Lobby. 2. Consideration of License for Mt. Sinai Temple #3 (Shriner's Club) to Hold a Circus in S. Burlington on 9/10 & 9/11: Mr. Smith and Mr. Wall of the Temple presented the plans for the circus. They said the Shriners will be holding 3 circuses in Vermont this year. The South Burlington one is planned for Sept. 9 & 10 with shows a 1 p.m. and 5 p.m. Each performance will be about 2 hours long. The described Shriners' circuses as "class events." The event will benefit the Shriners' hospitals and burn institutes which provide free medical services for children. The event will take place behind the Factory Outlet buildings, with the empty field (owned by the Davis people) being used for parking. They would also bus people in from another location if the need arose. Mr. Cimonetti noted the many problems with that site and said a very special plan would have to be worked out for circulation and traffic control. He also noted the need for sensitivity to nearby residences, especially with lighting. Mr. Hafter added that there has to be special care with traffic merging into Shelburne Rd. Mr. Cimonetti added that traffic will have to be coordinated with the City of Burlington. Mr. Condos raised the question of people parking on Farrell St. Mr. Cimonetti suggested that the Shriners involve the Police Dept. right away to set up a plan. He also felt that nearby property owners should be informed of what will be happening. Mr. Cimonetti moved the City Council support the plan to hold the Shriners Circus on September 9 & 10, and that the City Manager and Police Chief be asked to provide detailed plans for parking, circulation and lighting. Mr. Cimonetti further moved to support the City Manager's recommendation that the license fee be $10.00 per day. Mr. Condos seconded. Motion passed unanimously. 3. Consideration of Application from UVM Rescue Squad for a Coin Drop: Mr. Hafter said the coin drop will be held on 23 April from 10 a.m. to 2 p.m. at Kennedy Rd/Hinesburg Rd. intersection. All certificates of insurance are in order. Mr. Chittenden moved to approve the UVM Rescue Squad's application for a Coin Drop on 23 April as presented. Mr. Cimonetti seconded. Motion passed unanimously. 4. Consideration of Establishing a South Burlington Development Committee: Mr. Hafter noted that some other communities are doing this and some city business people have expressed an interest in it. He then read the charge to the proposed Committee. Mr. Chittenden asked why existing groups can't do what is proposed. Mr. Hafter said this would augment their efforts. Mr. Condos said he would like to see the committee called the South Burlington Economic Development Committee. He felt it might be a way of promoting the City Center. Mr. Cimonetti said he was very much in favor of this and felt what has been lacking is a citizens interface to GBIC and to the Chamber of Commerce. Mr. Cimonetti moved that a Development Committee be established and that the City Manager be instructed to proceed with the organization of such a group. Mr. Chittenden seconded. Motion passed unanimously. 5. Review Zoning Board Agenda for 4/25/94: No issues were raised. 6. Review Minutes of 4 April 1994: Mr. Cimonetti moved the Minutes of 4 April be approved as written. Mr. Condos seconded. Motion passed unanimously. 7. Sign Disbursement Orders: Disbursement Orders were signed. 8. Liquor Control Board: Mr. Chittenden moved the Council adjourn and reconvene as Liquor Control Board. Mr. Condos seconded. Motion passed unanimously. Mr. Hafter presented a list of Liquor License renewals, all of which have been reviewed by Police, Fire, and Tax Departments. Mr. Condos asked for an update on Bambino's. Mr. Hafter said all seems to be working well and recommended that conditions attached to their license continue in effect. Mr. Chittenden moved to approve the list of Liquor License renewals as presented by the City Manager including all conditions, where applicable. Mr. Condos seconded. Motion passed unanimously. 9. Executive Session: Mr. Condos moved the Board adjourn and reconvene as City Council in Executive Session to discuss a personnel issue and to resume regular session only to take a possible action on the issue and/or to adjourn. Mr. Chittenden seconded. Motion passed unanimously. 10. Fire Chief Compensation Package The Council returned to regular session. Councilman Cimonetti stated it was his desire that City policy should encourage the City Manager, Police Chief and Fire Chief to live in the City. He expressed disappointment that the Police Chief decided to live outside. Bill Cimonetti moved that due to substantially higher housing costs in South Burlington than W. Possich's location in Virginia, the new Fire Chief's compensation package include an $18,000 personal loan amortized at 7% interest over a ten-year schedule with a balloon payment of remaining principal at the end of year five. The loan is subject to the following conditions: repayment of principal and interest is to be through payroll deduction of $48.11 per week as per the amortization schedule; the loan is solely for the purchase of the Fire Chief's townhouse residence in the Village at Dorset Park; the loan will become due within 30 days of termination of employment with the City or sale of the property; Council will review the final agreement following drafting by the City Attorney. Mr. Condos seconded. Mr. Cimonetti noted that Council was approving an offer to the Fire Chief, he has not accepted. Mr. Hafter noted that the City is currently earning about 4% on invested funds. The motion passed 3-1 with Councilman Chittenden dissenting. Mr. Chittenden moved adjournment. Mr. Condos seconded. The motion passed unanimously.
