I’d copy the portions of his comments that are useable into the decision and then make a conclusion:
The City arborist reviewed the plans on June 17 and June 20, 2022 and offers the following comments.
It looks like the area where they’re planting Witch Hazel is all old parking lot so they will have to reduce
compaction and either replace or amend the soil to make it suitable for planting. Four inches of topsoil really
isn’t adequate to support shrub growth over the long term. I’d suggest at least 12 inches(possibly less if there is
actual soil and not subbase under the existing pavement). I haven’t seen recent prices for nursery stock but
$1000 planted cost seems like it might be high.
The administrative officer finds the applicant must modify the plans to address the comments of the City Arborist prior
to issuance of a zoning permit. The administrative officer further finds the applicant must substantiate the cost of
plantings prior to issuance of a zoning permit. Planting cost shall not include the cost of necessary soil amendments.

How do you parse Craig’s comments for decisions? Should I ask that they revise the plan to include more topsoil prior to
ZP issuance? Since he “OK” with the species that’s not an issue. He does question the cost but they way he does it I’m
not sure how to constructively include it?

Thanks. For that front area they state that they are reclaiming it to expand the plating area in front and will be adding 4”
of topsoil. They are reclaiming 1,077 sf of existing impervious to create a new planting area.

Taxus densiformis probably isn’t the best species selection but it matches what is already existing so I’d be OK with it. It

Hi Craig:

They want to put on an addition which means they need to add $11,000 in landscaping, they miscalculated the value,
but are you OK with the species proposed? Would you want them add one more Witchhazel tree and a few more yew
shrubs or should they mix it up with different species?
Also next Wednesday is my last day, I have enjoyed working with you and appreciate all your assistance during my time
