Reference: BETA Technologies – General Aviation (GA) Hangar Site Plan Supplemental Narrative – Hearing dated 6/21/2022 Dear Staff and Members of the Board, On behalf of BETA Technologies (BETA), we are submitting a supplemental narrative that reflects comments and feedback received from city staff on June 15th, 2022. Exhibits have been prepared to provide resolutions to staff comments for consideration by the DRB. These are included as part of this submittal.
STAFF AND DRB HEARING COMMENT RESPONSE
Below is a list of the comments received from Staff followed by a description of the proposed resolution to
the comments.
1. Staff considers this condition (MP Condition 3) to be not relevant at this time and recommends the Board determine whether they concur.
Noted.
2. There are five doors to the building. Three open into equipment or mechanical spaces. One
opens onto a stairwell. The fifth door is the building’s main entrance and is oriented to the side, and not the street. The other building approved along the street has its main entrance
oriented to the street. Staff recommends the Board direct the applicant to modify the plans to provide a principal entrance facing the street.

3. Staff considers the building will be pedestrian-oriented when it has a principal entrance facing
the street.

4. Staff recommends the Board require the applicant to demonstrate compliance with the site amenity criteria prior to closing the hearing.
The applicant is providing 780 sf for a private site amenity for users of the building located
adjacent to the main entrance. See exhibit 009_Site Amenity and table below for calculations.
L1 GSF = 21,216 sf (204’ L x 114’ W)
L2 GSF = 2,409 sf (148.5’ L x 16.25’ W)
TOTAL GSF = 23,625 sf @ 6% = 1,418 sf @ 50% credit = 709 sf
5. There is no fencing or screening for the proposed dumpster. Staff recommends the Board require the
applicant to comply with this criterion.
Applicant will comply with this criterion. See Exhibit 010 - Site Plan sketch and Dumpster Screening Details on sheet A7.0 of the DRB packet.
6. The applicant is proposing a loading dock. The loading dock will not block access to either side of the
building while in use, but it does appear it will block the ADA compliant parking spaces from accessing
the building via the sidewalk when in use. While the LDR does not regulate ADA access, Staff recommends the Board nonetheless invite the applicant to modify their plans to address this potential
issue prior to closing the hearing to circumvent the need for a future amendment.
The applicant has swapped the accessible parking spaces with the loading bay. See Exhibit 010_Site Plan sketch and figures below.

7. Since the long-term spaces are not within a secure area, Staff recommends the Board require
demonstration that the long-term parking “allows secure locking of the frame and wheel and supports a
bicycle upright” (LDR 13.03C(b)(i)) through provision of a detail of the planned bicycle parking racks.
Staff further recommends the Board require that the applicant provide a clothes locker and show its
location on the architectural plans.
The applicant is proposing upright bicycle racks and clothes lockers within the building. See

8. Trees are proposed to be 2.5 – 3 inches in caliper except for the autumn brilliance serviceberry which
is proposed to be 2 – 2.5 inches, of which four are proposed. Staff recommends the Board require the
applicant to increase the installed size of this tree species.
The applicant reviewed with the South Burlington arborist, and they approve the use of 2-2.5” caliper for the four (4) non-shade trees in question. See Exhibit 013_Arborist Correspondence.

I don’t have an issue with using 2-2.5 in caliper Amelanchier, Ultimately, the final decision is up to
the DRB and the staff in Planning and Zoning. As long as all their criteria are met, it’s OK with me.

Hi Craig,
I just left you a voicemail but wanted to follow up with an email. We are going before the DRB on
Tuesday evening, June 21st and had a question concerning the sizing of some ornamental trees that
we are using around a bioretention pond. The trees are Amelanchier and we have them sized at 2-
2.5” caliper. Staff comments indicate that trees should be sized at 2.5-3” caliper, but we interpreted
that regulation was intended for shade trees around the perimeter of a parking lot or street trees to
provide a larger canopy. Since the Amelanchier are small trees and not meant to provide shade in
this instance we are wondering if you would agree that a 2-2.5” caliper tree of this type is sufficient?
