Use Application and Proposed Connector Walkway 55 Green Mountain Drive Site Plan Applic.–VT Commons School 65 Green Mountain Drive Misc.Applic.–Univ.of Vermont 75 Green Mountain Dr.Site Plan Applic.–Vermont Commons School Dear Ms. Keene: The Vermont Commons School is proposing to convert the land use at 55 Green Mountain Drive from Office to School. This building and use will supplement the space currently housing the Vermont Commons School at 75 Green Mountain Drive. Since the total permitted student and staffing levels for the school are not proposed to change, the proposed conversion represents more a spreading outoftheon-campus activities offered by the school.As such, some staff members will be relocated from the 75 Green Mountain Drive facility to the 55 Green Mountain Drive building.Overall there will be no net increase in traffic levels for the school but some parking demand will be shifted from 75 Green Mountain Drive to 55 Green Mountain Drive. Proposed Connector Walkway The Vermont Commons School is looking to create a connective path between the existing school grounds at 75 Green Mountain Drive to the 55 Green Mountain Drive facility.Between the two parcels is a 10,103 SF parcel owned by the University of Vermont which is uses for access to the Horticultural Farm to the east.UVM is supporting the proposed interconnecting pathway across this parcel. Ms.Marla KeenePage2of3 March 18, 2022 Embedded within the Site Plan application for 55 Green Mountain Drive is the proposed ADA compliant path design that takes students from the front door to the UVM property to the north. The proposed path across the UVM parcel is addressed in the Site Plan Application form where UVM is the property owner. The remaining portion of the connective path is associated with the Site Plan Application for 75 Green Mountain Drive where the Vermont Commons School is the land owner and applicant. The new impervious associated with the proposed connective path is modest.126 SF at 75 Green Mountain Drive,202 SF on the UVM Hort. Farm access parcel, and a net increase of 254 SF at the 55 Green Mountain Drive property. The allowable lot coverage in the Commercial 2 zoning district is 70% and only the existing 75 Green Mountain Drive Campus comes close changing from 60.6% to 60.9%. Landscaping –The proposed connective walkway was designed to minimize impact to the most highly prized trees on the properties.There is one 3”Crabtree which is required to be removed to facilitate this connector pathway.No replacement planting is proposed as this is a tree that is smaller than 6”in diameter. Waivers –No waivers are requested in support of these applications. Wetlands –There are wetlands located on the southerly 55 Green Mountain Drive property in the wooded portion of the property to the south of the building. ANR Atlas mapping is attached in the application package. Since no activities are proposed in that vicinity, detailed supplemental delineations of the wetland have not been undertaken. Transit Overlay District –The 55 and 75 Green Mountain Drive properties do fall within the Transit Overlay District. No changes in traffic generation,as an aggregate from the school,is proposed as the student and staffing levels willremain as permitted at the 75 Green Mountain Drive property.
