Re: City of South Burlington Site Plan Application for Develop Review
The City of South Burlington's Stormwater Utility is proposing to implement a stormwater detention pond
on the far west end of the Farrell Street Park parcel to treat runoff from Lindenwood Drive, Brewer
Parkway and the City's rec path. Installation of the pond’s outlet pipe will impact wetlands on this parcel
and a general wetland permit from the Vermont Department of Conservation was obtained. The
proposed project will have no impact on current uses, buildings, or impervious areas. The pond outlet
pipe will permanently impact 28 SF of existing class II wetland and 148 SF of associated buffer.
Construction of the pond and installation of the outlet will temporarily impact 410 SF of the 50' wetland
buffer and 5,362 SF of the 100' wetland buffer. Approximately 1200 CY of excavation will be required
to construct the detention pond. This stormwater facility development project meets qualifying criteria to
encroach into a natural resource because it is part of an Environmental Restoration Project (LDRs
12.02C.(3)). Potash Brook is classified as stormwater impaired and this project was identified in the
Potash Brook Flow Restoration Plan (FRP) to manage runoff from a 10.57 AC area with 2.19 AC of
impervious surface.
We are submitting this project to the South Burlington DRB for review as a site plan application due to
the proposed class II wetland impacts and the amount of fill that will be removed/ relocated on site.
