SITE PLAN APPLICATION #SP-22-018
FINDINGS OF FACT AND DECISION
The City of South Burlington, hereinafter referred to as the applicant, is seeking to amend a
previously approved plan for public park. The amendment consists of: constructing an additional
19’ x 16’ restroom area to be abutting the existing facility and converting the existing restroom
space to storage, 600 Swift Street.
Based on the plans and materials contained in the document file for this application, the
Administrative Officer finds, concludes, and decides the following:
FINDINGS OF FACT
1. The applicant is seeking to amend a previously approved plan for public park. The
amendment consists of: constructing an additional 19’ x 16’ restroom area to be abutting
the existing facility and converting the existing restroom space to storage, 600 Swift Street.
2. The owner of record of the subject property is the City of South Burlington.
3. The subject property is located in the Parks and Recreation Zoning District.
4. The application was received on June 9, 2022.
5. The plans submitted consist of a two (2) page set of plans:
• “Overall Site Plan, Building Addition, Sheet C0.1” dated 6/12/2019, prepared by
Engineering Ventures. Administrative Officer’s Note: this plan is included as a
location map, marked to show the location of a “proposed new bathroom” and
including the following notation: “The purpose of the use of this site plan is only to
show the location of a proposed new bathroom for the park. No trees or shrubbery
will be removed for this addition. A more detailed location definition is supplied in an
additional sheet to this application.”
• “Veterans Memorial Park Bathroom Addition”, prepared by L.B. Bresee June 7, 2022
DIMENSIONAL REQUIREMENTS
6. Minimum setbacks for the district are: 40’ front, 15’ sides, 30’ rear. The proposed structure
addition is >400’ from all property lines.
7. Maximum building coverage and lot coverage for the district are 15% and 25%, respectively.
Existing lot coverage is 12%. Existing is building coverage is unknown but substantially lower.
The proposed addition is 416 square feet.

Only the standards below are affected by this application. All other standards will continue to be
met.
14.06 A. Relationship of Proposed Structures to the Site.
(1) The site shall be planned to accomplish a desirable transition from structure to site, from
structure to structure, and to provide for adequate planting, safe pedestrian movement, and
adequate parking areas.
The proposed structure will be wood construction on a concrete pad. Each restroom will be
individually accessed, and two will be handicap accessible.
The Administrative Officer funds this criterion met.
7.02D: Park and Recreation District Additional Standards
All applications within this District shall be subject to the following additional
standards:
(1) The proposed use will provide an affirmative public benefit to the City and its citizens.
(2) The proposed use will be compatible with and protect the ability to preserve public
recreational use and planned open spaces and natural areas on the project site.
(3) The proposed use will include areas that may be used or accessed by the general public.
The Administrative Officer finds each of the above criteria to be met by the this proposal to
install new restrooms and convert existing restroom space to storage.
8. Lighting. All lighting shall remain downcast and shielded.
DECISION
Based on the above Findings of Fact, the Administrative Officer herby approves Site Plan
Application #SP-22-018 of the City of South Burlington to construct an additional 19’ x 16’
restroom area to be abutting the existing facility and convert the existing restroom space to
storage, 600 Swift Street.
1. All previous approvals and stipulations which are not superseded by this approval shall
remain in effect.
2. This project shall be completed as approved shall be on file in the South Burlington
Department of Planning and Zoning.
3. All exterior lighting must be installed or shielded in such a manner as to conceal light
sources and reflector surfaces from view beyond the perimeter of the area to be
illuminated.
4. The addition shown on the Plan sheet labelled “Veterans Memorial Park Bathroom
Addition” must be incorporated into the overall site plan at such time as the overall site plan

is next amended.
5. The Administrative Officer issued Zoning Permit #ZP-22-207 with this application.
6. The applicant shall obtain a Certificate of Occupancy from the Administrative Officer prior to
the use of the restrooms
7. Any change to the site plan shall require approval by the South Burlington Administrative
Officer or the Development Review Board, as allowed under the Land Development
Regulations.
