HomeMy WebLinkAboutMinutes - City Council - 03/21/1991CITY COUNCIL 21 MARCH 1991 The South Burlington City Council held a meeting on Thursday, 21 April 1991, at 9:30 p.m., in the Conference Room, City Hall, 575 Dorset Street. Members Present: Paul Farrar, Chairman; John Dinklage, Michael Flaherty, James Condos, William Cimonetti Also Present: Charles Hafter, City Manager, David Raphael, Richard Ward 1. Consideration of Sign Ordinance for Dorset Street: Mr. Raphael cautioned members not to rush through the process as time was needed for feedback. He then noted changes from the first draft and suggested the possibility of a sign/design review process. Mr. Farrar suggested having the Planning Commission act as appeal board. Mr. Raphael recommended going from a 40 sq. ft. sign to a 32 sq. ft. sign, grandfathering existing signs. Mr. Ward said there is a problem with people who don't have enough front yard for a sign and because of this they can have up to 32 sq. ft. of end wall signs. There is also a question of projecting signs that might project over into the right-of-way. Mr. Ward said there should also be a provision for awning and canopy signs. The question of temporary signs was raised as was the possibility of a temporary sign ordinance during construction. Mr. Raphael said a master and common signage plan would make the zoning officer's job easier and encourage coordinated sign systems. Mr. Ward said that especially for those with common access directional signs are important to identify which establishments are served by a particular access. Mr. Farrar suggested continuing the discussion and having the City Attorney work to get it into a version for a first reading. Mr. Dinklage suggested circulating the document for comment. Mr. Cimonetti moved to continue the discussion until 1 April. Mr. Condos seconded. Motion passed unanimously. The questions of kiosks, pasteup boards and signs on the backs of benches were also raised. 2. Report on Solid Waste District: Mr. Condos said he got a call from Tom Maloney. At the time the Charter was in committee the Chairman would not accept any changes by the Secretary of State. Mr. Maloney was not sure how changes were made by the Secretary of State. Mr. Cimonetti said he would check to see if the Committee reported out the Amendments. The major changes made are: budgets now must be approved by the voters. Further amendments go to the voters and the Legislature. Long term leases now are part of a long term contract and have to go to the voters. There is a meeting scheduled with the Secretary of State. Mr. Cimonetti said the House Committee now understands the situation. 3. Lime Kiln Bridge Update: Mr. Hafter said the contract has been sent to the builder. The cost for insurance is $1,200. Work is scheduled to begin on April 15th.
