HomeMy WebLinkAboutMinutes - City Council - 06/11/1990CITY COUNCIL 11 JUNE 1990 The South Burlington City Council held a meeting on Monday, 11 June 1990, at 5:00 PM, in the Conference Room, City Hall, 575 Dorset Street. Members Present Michael Flaherty, Acting Chairman; William Cimonetti, James Condos, John Dinklage Also Present Charles Hafter, City Manager; Joe Weith, City Planner Comments & Questions from the Public (not related to agenda items) Mr. Condos noted he had met with Mr. Weith and 2 members of the Planning Commission to walk the proposed site of the Northshore Developers affordable housing projects. He said there was confusion as to the Council's position on this project. He told those present that the Council was open-minded but felt it might be a good idea to send a letter to the Commission with the Council's position. Mr. Dinklage noted there has been an added problem with the project in that the FAA has defined much of the area as a "clear zone." Mr. Weith said he knew the noise area was in that location but didn't think the "clear zone" was. Mr. Condos noted that when planes took off while they were there they could still carry on a conversation. Mr. Weith said he thought Northshore was going to hire a consultant to take some measurements there. 2 Public Hearing on Amendments to Zoning Ordinance regarding Floodplain Regulations Mr. Dinklage moved to waive reading of the proposed amendments. Mr. Condos seconded. Motion passed unanimously. Mr. Weith said the amendments were in response to the national Flood Insurance program. The city must be in compliance in order to remain in the program. There are two main revisions: a) development standards have been made more restrictive: b) it is proposed to make the floodplain district an overlay district instead of a regular zoning district. Mr. Dinklage referred to p. 4, Section 2.308 and asked if this means a pre-existing structure that has proposed improvements to it will have a real problem. Mr. Weith said it did. He was not, however, aware of any structures in the area. Mr. Cimonetti asked why an overlay zone. Mr. Weith said the exact line of the floodplain isn't known and there would have to be topo work to determine if a proposed project is in the floodplain. Members noted a section had been omitted from their review copies. Mr. Condos moved to approve the amendments to the Zoning Ordinance regarding floodplain regulations as presented with the addition of the section omitted from the review copies. Mr. Dinklage seconded. Motion passed unanimously. 3. Set Tax Rate for Dorset Street Special Assessment District Mr. Dinklage moved to approve a tax rate of .303 based on the City Manager's letter of 8 June 1990 on the Dorset St. Special Assessment District. Mr. Condos seconded. Motion passed unanimously. 4. Review Planning Commission Agenda 12 June 1990 No issues were raised. 5. Meeting with Shelburne Board Mr. Hafter noted that Shelburne has concerns over the Shelburne Rd. project delay and has suggested using police officers for traffic control. Mr. Dinklage noted a person can be used to change light cycles manually. Members agreed to meet with Shelburne at a date to be agreed upon. 6. Select GBIC Voting Delegate Mr. Dinklage moved to appoint Charles Hafter as voting delegate to GBIC. Mr. Condos seconded. Motion passed unanimously. 7. Other Business Mr. Cimonetti noted that O'Brien Brothers has asked for a boundary adjustment in connection with the INS building proposal. When they got to the Planning Commission, the Commission wanted to talk about traffic impact and other fees. Mr. Cimonetti noted there are pre-existing agreements on the lots in question and a negotiated formula for traffic adjustments. The O'Brien's, he said, recognize a need for a signal at Kimball/Kennedy Dr. Mr. Cimonetti said the job has been bid very close with a short timetable. He felt the O'Briens would be reasonably cooperative if the city didn't try to lay too much on them. Mr. Dinklage felt the O'Briens might take the initiative and say what they will do traffic-wise. Mr. Cimonetti suggested a meeting with the Planning Commission, one item of which should be traffic planning and what Council wants the Commission to do about it. Executive Session Mr. Dinklage moved the Council meet in Executive Session to discuss contractural matters and resume regular session only to adjourn. Mr. Condos seconded. Motion passed unanimously. Regular Session Jim Condos moved adjournment. Bill Cimonetti seconded. Motion passed unanimously. The Council adjourned at 6:00 PM.
