CITY COUNCIL 30 JULY 1990 The South Burlington City Council held a meeting on Monday, 30 July 1990, at 7:30 p.m., in the Conference Room, City Hall, 575 Dorset Street. Members Present Paul Farrar, Chairman; Michael Flaherty, John Dinklage, James Condos, William Cimonetti Also Present Charles Hafter, City Manager; Stephen Stitzel, City Attorney; Ruth Poger, The Other Paper; Albert Audette, Rep. Solid Waste District; Vi Luginbuhl, State Legislator; Steven Crowley, Vanguard Press reporter, Mary Kehoe 1. Comments & Questions from the Audience not related to agenda items No issues were raised. 2. Continue Public Hearing on request from IBIS Corporation for building permits on property located within interim zoning area Ms. Kehoe presented written exhibits including the sewage plan from Trudell Engineers. IBIS would move its driveway to be on Deerfield Dr. if the Council wants; then there would be no curb cuts on Spear St. Regarding sewage, Trudell recommends tapping into the city system. 1560 Spear St. has tapped in and connects with the city's line at Deerfield Drive. Trudell says it's best to tap into that line. Mr. Cimonetti asked if the owner of the existing house also wants to tap in. Ms. Kehoe said they do not. Mr. Farrar suggested wording so that the system be built with a provision that the existing house could tap in later. Ms. Kehoe said each proposed house would be 23 ft. high from grade. It is IBIS's feeling that they are helping the city achieve its Master Plan by contributing the 80 ft. right of way in the side of the property. They would locate homes to minimize obstruction of northern views. Mr. Cimonetti said the applicant should be aware that the same logic on view restrictions used on the west side of the street might be applied here. Mr. Dinklage asked if IBIS would be willing to compress the building envelope into the northeast corner. Ms. Kehoe said yes. Mr. Cimonetti noted that when a second person joins a sewer system it becomes a public system. Ms. Kehoe said she can find no record that the doctor has any deeded interest in the land over which he has placed his sewer lines. Regarding the Cimonetti proposal presented to the Council and to the applicant, Mr. Farrar suggested the road could be split around a center area (for parking). Members felt this was an interesting idea. Mr. Dinklage said he felt it appropriate for the Council to take all information and to come back with a set of stipulations (regarding landscaping, views, corridors, etc.). He suggested this be done without closing the hearing. He also asked that comments be solicited from the Planning Commission. Mr. Hafter will do this. Mr. Flaherty moved the hearing be continued until 6 August. Mr. Dinklage seconded. Motion passed unanimously. 3. Approval of refunding notes for Fire Department Mr. Dinklage moved to waive reading of the notes and resolutions. Mr. Flaherty seconded. Motion passed unanimously. Mr. Dinklage, moved to sign both notes and resolutions, in amounts of $22,500 and $33,300. Mr. Flaherty seconded. Motion passed unanimously. 4. Update on Chittenden Regional Solid Waste District Mr. Audette reported that the search for a manager had not been fruitful and the search will be reopened. He figures it would take another 6 months to get someone on board. In the meantime there has been an agreement to extend Mike Smith's contract. Mr. Smith is moving up to Vermont and his services will cost less to the District. Two landfill locations are being pursued, one in Essex and one in Williston. A third possible site in Milton is being held in abeyance. Mr. Hafter noted the increase in the district's budget and anticipated state funding. Mr. Audette said they propose a surcharge on all rubbish being disposed of in the district. Mr. Farrar asked why. Mr. Audette said it is for removal of household hazardous waste. Mr. Farrar asked what drives up the cost. Mr. Audette said transportation, since the waste can't be disposed of around here.
