HomeMy WebLinkAboutMinutes - City Council - 08/30/1990CITY COUNCIL 20 AUGUST 1990 The South Burlington City Council held a regular meeting on Monday, 30 August 1990 at 7:30 p.m, in the Conference Room, City Hall, 575 Dorset Street Members Present Paul Farrar, Michael Flaherty, James Condos, John Dinklage, Also Present Charles Hafter, City Manager; Sonny Audette, Street Dept; Stephen Stitzel, City Attorney; William Burgess, Peter Taylor, Dan Wilkins, Bill Fisk, Williston Rd. Study Committee; Sid Poger, The Other Paper Comments & Questions from the Audience (not related to items on the Agenda) Mr. Audette reported there will be a hearing on the new fees at the Solid Waste District, Wednesday night at 7 PM. Members agreed the next meeting will be held on 10 September. Mr. Hafter reported it will be covered by community access TV. 2. Williston Road Study Committee Final Report Mr. Condos report the fifth lane can't be done without reducing curb cuts. He suggested an engineering study to determine how to do this. Mr. Stitzel reported that shared accesses are usually handled at the time of planning hearings on any plans for the area. Mr. Burgess said the Committee felt that it was desirable not to limit left turns. They felt people would object less to shared curb cuts. Mr. Condos noted that closing curb cuts often increases parking spaces and many businesses don't have enough parking. Mr. Farrar said the next step is to have the State do a preliminary design study. Then there would be a Planning Commission hearing, a full public hearing. Mr. Taylor said there was a question of whether the service road would be part of the project. Mr. Farrar said there needs to be an assessment of how much the capacity of the road will increase with the plan. Mr. Dinklage raised the question of a consultant. He said he was sobered by the Agency of Transportation admission that they don't even have enough staff to assess whether the new timing of lights on Shelburne Rd. is working out. He felt a consultant would move the project forward faster. Mr. Dinklage also suggested the suggested improvements such as the service road and the relocation of White St. be added to the official city map. Mr. Condos noted the Committee particularly wanted to thank Dan Wilkins and the Regional Planning Commission for putting together the report. Mr. Dinklage suggested a letter be written to them. 4. Adoption of Employee Suggestion Awards Program Mr. Dinklage moved the Employee Suggestion Awards Program be implemented as outlined. Mr. Condos seconded. Motion passed unanimously. 5. Status of Voting Delegate to Regional Planning Commission The City Attorney reported that the alternate delegate has full voting rights in the absence of the primary delegate. Mr. Hafter said he will advertise for a delegate in The Other Paper. 6. Review Planning and Zoning Agendas No issues were raised. 7. Sign Disbursement Orders Disbursement orders were signed. 8. Executive Session Mr. Flaherty moved the Council meet in Executive Session to discuss litigation and contracts and to resume regular session only to adjourn. Mr. Condos seconded.
