SITE PLAN APPLICATION #SP-22-009
FINDINGS OF FACT AND DECISION
Hebron Group, LLC, hereinafter referred to as the applicant, is seeking to amend a previously
approved plan for a 27,100 SF building with 21,100 SF of processing and storage use and 6,000
SF of indoor recreation use. The amendment consists of: 1) constructing a paved loading area
on the north side of the building and 2) construct a 430 SF addition by enclosing the covered
walkway on the southeast corner of the building, 1205 Airport Parkway.
Based on the plans and materials contained in the document file for this application, the
Administrative Officer finds, concludes, and decides the following:
FINDINGS OF FACT
1. The applicant is seeking approval to amend a previously approved plan for a 27,100 SF
building consisting of processing and storage use. The amendment consists of: (1)
constructing a paved loading area on the north side of the building, and (2) constructing a
430 SF addition by enclosing the covered walkway on the southeast corner of the building,
1205 Airport Parkway.
2. The owner of record of the subject property is Hebron Group, LLC.
3. The subject property is located in the Mixed Industrial & Commercial Zoning District (IC).
4. A portion of the property is located within the Airport Approach Cones.
5. The application was received on March 23, 2022.
6. The plan submitted is titled, “1205 Airport Parkway South Burlington, VT Site Plan”,
prepared by Lamoureux & Dickinson Consulting Engineers, Inc., dated 02/02/2022.

SITE PLAN REVIEW STANDARDS
Only the standards below are affected by this application. All other standards will continue to be
met.
Short-term bicycle Parking
7. Pursuant to Section 13.03(B) of the LDRs, the applicant must provide short-term bicycle
parking spaces. It appears from the submitted application that there is no bicycle parking
currently on the site. One short-term bicycle parking space is required per 20,000 SF of
“Warehousing, contractor, and light industry” space, with a minimum of two spaces
required. The processing and storage use at this site is considered “warehousing, contractor,
and light industry.” For that use, one short-term bicycle parking space is required. For the
6,000 SF of indoor recreation and restaurant use, an additional one space per 5,000 SF is
required but with a minimum of four.
The Administrative Officer finds that the plans must be revised to include four total short-
term bicycle spaces in the form and location acceptable per the Land Development
Regulations.
Dumpster Screening
8. Per Section 13.04(C)(3), refuse, recycling & compost collection shall be effectively screened.
A dumpster location enclosed by a fence is shown on the plan.
Snow Storage
9. Per Section 13.04(B)(7), “snow storage areas must be specified and located in an area that
minimizes the potential for erosion and contaminated runoff into any adjacent or nearby
surface water.” Snow Storage areas are not noted on the plan.
The Administrative Officer finds that prior to issuance of the zoning permit, the plans shall
be revised to show the snow storage area(s).
Landscaping
10. Section 13.04, Table 13-4, the applicant is required to provide landscaping with a landscape
budget amount of 3% of the total construction/improvement cost. Based on a project cost
of $21,500, the applicant is required to provide $645 worth of additional landscaping. The
Site Plan application includes 1 additional Honeylocust tree at a cost of $800. The
Administrative Officer finds this requirement has been met. As the amount of landscaping is
below $2,000, no performance bond or escrow is required.

Traffic
11. There is no proposed change in use and no proposed change in previously-approved trip
generation.
Airport Approach Cones
12. A portion of the property is within the Airport Approach Cones. However, the building
addition is located outside the approach cones. The Administrative Officer finds this
criterion is met.
DECISION
Based on the above Findings of Fact, the Administrative Officer hereby approves site plan
application #SP-21-009 of Hebron Group, LLC, subject to the following conditions:
1. All previous approvals and stipulations which are not superseded by this approval shall
remain in effect.
2. This project shall be completed as shown on the plan and shall be on file in the South
Burlington Department of Planning and Zoning.
3. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 17.04 of
the Land Development Regulations or this approval is null and void. Prior to issuance of the
zoning permit the plans must be revised to show the changes below.
a. The plans shall be revised to show the location of the snow storage area(s)
b. The plans shall be revised to include four (4) short-term bicycle parking spaces,
in a location near a primary entrance, affixed to the ground and complying with
the location and design requirements of Appendix G of the Land Development
Regulations.
4. The applicant shall obtain a Certificate of Occupancy from the Administrative Officer prior to
use of the 430 sq. ft. addition and loading bays.
5. Any change to the site plan shall require approval by the South Burlington Administrative
Officer or the Development Review Board, as allowed under the Land Development
Regulations.

a Notice of Appeal with the secretary of the Development Review Board. This Notice of Appeal
must be accompanied with a $233 filing fee and be filed within 15 days of the date of this
decision.
