HomeMy WebLinkAboutMinutes - Development Review Board - 04/19/2022 DEVELOPMENT REVIEW BOARD 19 APRIL 2022 The South Burlington Development Review Board held a regular meeting on Tuesday, 19 April 2022, at 7:00 p.m. in the Auditorium, City Hall, 180 Market Street, and via Go to Meeting interactive technology. MEMBERS PRESENT: D. Philibert, Chair; J. Langan, S. Wyman, D. Albrecht, F. Kochman, Q. Mann ALSO PRESENT: D. Hall, Administrative Officer; M. Keene, Development Review Planner; S. Gervais, C. Gingras, M. O’Brien, J. Dagesse, D. Carman, L. Lackey, J. Cameron, Humane Society of Chittenden County, D. Wood. 1. Instructions on exiting the building in case of an emergency: Ms. Philibert provided instruction for emergency exit from the building. 2. Additions, deletions, or changes in order of agenda items: No changes were made to the agenda. 3. Comments and questions from the public not related to the Agenda: No issues were raised. 4. Announcements: Ms. Keene advised that the Council has appointed John Stern to take over the remainder of Mr. Langan’s term, effective 17 May. 5. Continued Site Plan Application #SP-22-003 of RHTL Partners, LLC, to modify a previously approved plan for a 10,000 sq. ft. automotive sales, service and repair building on an existing 2.61 acre lot. The amendment consists of constructing a 3,155 sq. ft. building expansion, 1795 Shelburne Road: Staff advised that revised materials were not submitted prior to packet publication and recommended the Board continue the hearing to 17 May 2022. Mr. Kochman moved to continue SP-22-003 to 17 May 2022. Ms. Wyman seconded. Motion passed 6-0. DEVELOPMENT REVIEW BOARD 19 APRIL 2022 PAGE 2 6. Site plan Application #SP-22-013 of the City of South Burlington to amend a previously approved plan for a multi-unit residential complex known as Stonehedge. The amendment consists of redeveloping an existing stormwater swale by removing soil materials within an existing Class II wetland buffer, 0 Stonehedge Drive: Ms. Gingras indicated the project involves 320 feet of swale connecting to Szymanski Park. Over the years, the level of water has come up and there are heavy roots preventing water from flowing. The project will clear a foot of depth to restore the drainage. This is a Class II wetland, and the City has a permit for this work. Ms. Keene confirmed that the proposed work is allowed under the new zoning regulations. Public comment was solicited. There was no public comment. Mr. Albrecht moved to close SP-22-013. Ms. Philibert seconded. Motion passed 6-0. 7. Site Plan Application #SP-22-014 of the City of South Burlington to redevelop a stormwater swale by removing soil materials within an existing Class II wetland and buffer within Szymanski Park, 33 Andrews Avenue: Ms. Gingras explained that this is part of the previous application and is on property owned by the City of South Burlington, which requires a separate application. The area was shown on a plan, and Ms. Keene indicated the location of the bike path. Public comment was solicited. There was no public comment. Ms. Philibert moved to close SP-22-014. Mr. Kochman seconded. Motion passed 6-0. 8. Site Plan Application #SP-22-011 and Conditional Use Permit #CU-22-02 of Polli Construction, Inc., to amend a previously approved site plan for an animal shelter. The amendment consists of replacing a section of 5-foot high fence with an 8-foot high chain link fence, 142 Kindness Court: Ms. Cameron said they will be removing the existing 5-foot chain link fence at the back of the Humane Society and replacing it with an 8-foot chain link fence. She explained that they have some “athletic” animals that have been able to get over the 5-foot fence. DEVELOPMENT REVIEW BOARD 19 APRIL 2022 PAGE 3 Ms. Keene said that she spoke with the City Planner regarding a review of the 8-foot fence. He suggested asking the Planning Commission to amend the LDRs to all that height for commercial properties. Ms. Philibert noted that an additional bike parking space is needed. Ms. Cameron said they have one but it is not installed because nobody ever used it. The concrete pad it was on now houses a shed for a “food shelf.” The will have to find a place for the bike rack, and they are happy to do that. Public comment was then solicited. There was no public comment. 9. Site Plan Application #SP-22-012 of Burlington International airport to amend a previously approved plan for an airport complex. The amendment consists of rehabilitating and constructing an expansion of the existing taxiway ‘A,’ 1200 Airport Drive: Mr. Lackey explained that they will mill and overlay existing taxiway ‘A.’ There will be a 20-foot shoulder on one side to meet FAA regulations. There will also be some stormwater upgrade. This is mainly a safety and maintenance project to meet FAA standards. He showed a plan and identified the project site. Public comment was solicited. There was no public comment. Ms. Quinn moved to close SP-22-012. Mr. Langan seconded. Motion passed 6-0. 10. Other Business: No other business was presented. As there was no further business to come before the Board, the meeting was adjourned by common consent at 7:28 p.m. The Development Review Board approved these minutes on May 5, 2022.
