HomeMy WebLinkAboutMinutes - City Council - 10/30/1989CITY COUNCIL MONDAY, OCTOBER 30, 1989 The South Burlington City Council held a Special meeting on Monday, October 31, 1989 at 6:15 PM in the small Conference Room, 575 Dorset Street. Members Present Paul Farrar, Chairman; Michael Flaherty, William Cimonetti, John Dinklage and James Condos. Others Present: Joe Weith, City Planner; Ruth Poger, The Other Paper; Charles Hafter, City Manager. Act 200 Fund Grant Proposal The City Council had approved submitting a grant application to the State for engineering assistance to provide design services for the proposed recreation path. The Planning Commission suggested a proposal to further train staff on the T-Model 2 traffic model. Only one application can be submitted. The Council felt that there was greater chance of the recreation path proposal being funded. Bill Cimonetti suggested lobbying our State Legislators to get their support for the application. John Dinklage moved the support for the Recreation Path application. Bill Cimonetti seconded. The motion passed unanimously. Approval of Dorset Street Agreements The City Manager presented an easement agreement with the Willows. The agreement grants the owners of the Willow Condominiums a right-of-way over the City's parking lot once their direct access to Dorset Street is eliminated. The City Manager presented an access agreement with Evelyn I. Hedman. The agreement provides that in the event Ms. Hedman loses her right to access over University Mall property because of a change in the use of the property, the City will provide her with a curb-cut for direct access to Dorset Street. Bill Cimonetti moved the approval of these two items. John Dinklage seconded. The motion passed unanimously. Application to MPO for transportation study funds John Dinklage moved that the City apply for a special project grant from the MPO. The project would: Evaluate the near term improvements to Shelburne Road including: 1. Priortization of "small scale" intersection improvements, incorporating the JHK traffic studies. 2. Assessment of benefits of changing traffic light timings, in order to smooth the flow of traffic, including assessment of the cost and benefits of "slaving" lights together so that the lights will be green for Shelburne Road traffic at the same time for a longer time. Identify the portion of Shelburne Road where this would be helpful. 3. Assess benefits and inconvenience of eliminating left turns during rush hour and using the center turn lane as a rush hour lane in the direction of the majority traffic flow. Identify over what portions of Shelburne Road this approach would be helpful. 4. Identify any other possible improvements such as allowing rush-hour driving on the breakdown lane. Mike Flaherty seconded the motion. It passed unanimously. UVM Property Bill Cimonetti reported that in discussions UVM was receptive to proposed uses and transportation corridors on their property in South Burlington, especially the Wheelock Farm and the Horticulture Farm. A class at UVM will study possible uses. The City will look at uses and proposed roads. The meeting adjourned at 6:30 PM.
