HomeMy WebLinkAboutSD-21-19 - Supplemental - 0600 Spear Street (9)478 Blair Park Road Williston, VT 05495 802 879 6331www.tcevt.com42 Mapleville Depot Road St. Albans, VT 05478 802 528 5116 Civil Engineering Environmental Services Land Surveying Landscape Architecture TRAFFIC BRIEF 600 SPEAR STREET SOUTH BURLINGTON, VERMONT INTRODUCTION This traffic brief is intended to provide an overview of the vehicle access and project-generated traffic associated with the proposed development of 32 new multi-family housing units in 8 quadplexes on an 8.66-acre parcel located at 600 Spear Street in South Burlington, Vermont. The property, owned by 600 Spear FJT, LLC, is located on the east side of Spear Street north of the I-189 overpass. The existing property contains a single-family home and a 7,000 SF steel garage/storage building, each with separate curb cuts. The proposal will create a new City Street in the location of the existing curb cut for the garage to serve the new units and offer future north/south connection to the adjacent properties. EXISTING CONDITIONS The parcel is located on the east side of Spear Street, a paved Class 2 Town Highway that runs north- south parallel to the west of I-89. The existing driveway for the commercial building is located approximately 0.82 miles north of Spear Street, or 0.19 miles south of the UVM Bio Research Complex. The posted speed limit on Spear Street in the project area is 35 miles per hour (mph). Spear Street is classified as an Urban Minor Arterial between mile mark (mm) 1.88 (Swift Street) and mm 3.950 (Williston Road). In 2020, this segment had an Annual Average Daily Traffic (AADT) of 3,983 vehicles per day as measured by VTrans at Automatic Traffic Recording station D086. Station D086 is located near the Bio Research Complex driveway on Spear Street, just north of the project site. The road will be paved and provide stop control on the New City Street approach. TRIP GENERATION The proposed development consists of 32 new housing units within 8 quadplexes and two total units within the existing residence. Additionally, commercial space is proposed for within the existing metal building on the site. In accordance with the 10th Edition of the ITE Trip Generation Manual, the proposed site will generate the following pm peak hour traffic volumes: Low-Rise Multi-Family Housing = 22 Trips Single-Family Detached (Use for Duplex) = 3 Trips Total Peak Hour Traffic Volume for Proposed Site = 25 Trips The commercial space is intended to be incidental to the residential use, such as storage space, garage space, or office space. At this time, a more intense commercial use is not being proposed and therefore additional traffic generated as a result of this building is not anticipated. CONCLUSION The traffic-related impacts for the proposed project, outlined in this brief, are summarized as follows: 1.The proposed project will improve the existing curb cut on Spear Street from a gravel driveway to a paved public road. 2.The proposed project will result in 25 vehicle trip ends during the PM Peak Hour, which is a net increase in PM Peak trips for the parcel, currently a single-family residence.
