JOINT MEETING - SOUTH BURLINGTON CITY COUNCIL SOUTH BURLINGTON PLANNING COMMISSION SOUTH BURLINGTON NATURAL RESOURCES COMMITTEE 5 OCTOBER 1988 The South Burlington City Council, Planning Commission and Natural Resources Committee held a joint meeting on Wednesday, 5 October 1988, at 8:00 pm. in the Conference Room, City Hall, 575 Dorset Street. Members Present: City Council - Chairman Paul Farrar; Michael Flaherty; John Dinklage; Molly Lambert; William Cimonetti. Nat'l Resources - Sylvia Smith, Chairperson, Shelley F. Snyder, William J. Schuele, Stephen Crowley, Lowell Krassner, Tom Hubbard, Assistant Recreation Director, Joe Weith, City Planner, Ann Pugh, Planning Commission, William L. Burgess, William Craig, Planning Commission, William Szymanski, City Manager Also Present Sidney Poger, The Other Paper, Chris Cairn, Haidee Antram, Ed Slayton, Anne Ratkus Shelly Snyder explained, in detail, three maps supplied by the Natural Resources committee. The first one discussed was the Hydrology Map. It was suggested that developers should use this map and consider bogs, open areas, streams, drainage ditches, water absorption and flow. Mr. Farrar stated that as areas are developed the amount of runoff increases and must be considered. Retention ponds, culverts, and holding ponds were discussed. Ms. Snyder suggested that this map be used as a guideline - to be consulted before actually going out to "walk" the property in question. The three areas of concern are (1) wetlands, (2) 100-500-year flood plains, (3) major/minor streams in addition to others. The next map Ms. Snyder explained was the Parks and Trails Network. She stated that some of the property is now owned by the City of South Burlington and other property is on a "wish" list. Some areas mentioned are presently owned by the University of Vermont. Mr. Farrar discussed the question of importance of "ownership" of property - now - and in the future. Very desirable land would be located along the lake front. Vistas were described and located on the map in addition to vistas that were suggested for inclusion on the map. It was noted that developers should be aware of each vista when planning development. Ms. Lambert raised the question of legal heights when developing properties. Mr. Farrar stated that each development was considered separately. The third map discussed was "Sensitive Areas" and how to deal with them. A refuge for wild life and a quarry fell into this discussion, along with vegetation, a stand of birch trees, etc. Mr. Dinklage stated that current photos are needed of these areas since they could have changed since the 1970's photos. Mr. Craig inquired how this third map would be used. Ms. Snyder stated that there would be narrative accompanying each map for use by the City of South Burlington and that it was important for developers to consider each map before pursuing any project. Suggestions were made as follows: 1. Acquire public input 2. Formal recognition by City Council 3. Appropriate format 4. Inclusion in Planning Commission Master Plan 5. Map 3 be a separate document adopted by City Council, used by Planning Commission 6. Parks and Trails Map become a part of Master Plan with existing trails shown plus possible expansion. 7. If adopted by Planning Commission and City Council, it would become part of South Burlington's "Wish List". The sizes and formats of these three maps were discussed, in addition to the making of copies of same and distribution. Mr. Dinklage stated that he felt it necessary to present these maps at a formal public hearing. Discussion followed suggesting that such public hearing be held after corrections were made to the three maps and the narrative for each completed. Mr. Farrar suggested that these three groups meet again at a joint meeting one more time before a public hearing. More discussion followed as to budget needed to "polish" the maps and "publish" them.
