HomeMy WebLinkAboutMinutes - City Council - 10/05/1988CITY COUNCIL 5 OCTOBER 1988 The South Burlington City Council held a special meeting on Wednesday, 5 October 1988, at 7:30 pm, in the Conference Room, City Hall, 575 Dorset Street. Members Present Paul Farrar, Chairman; Michael Flaherty, John Dinklage, Molly Lambert, William Cimonetti Also Present William Szymanski, City Manager, William Craig, William L. Burgess, Ann Pugh, Planning Commission, Joe Weith, City Planner, Shelley F. Snyder, William J. Schuele, Lowell Krassner, Stephen Crowley, Natural Resources Committee, Sylvia Smith, Chairperson, Natural Resources Committee, Sidney Poger, The Other Paper, Chris Cairn, Haidee Antram, Ed Slayton, Anne Ratkus, Tom Hubbard, Assistant Recreation Director Public Hearing on proposed Charter change, scheduled for November 8, 1988 Election. Change is in reference to acquisition of land for public use. Mr. Farrar read the Notice of Public Hearing and then explained that the reason for the change was that the language added specifies in detail what the City of South Burlington can do to acquire land for public use. He stated that the State of Vermont law is not clear as to how cities and towns can acquire such property. He also stated that the reason for making this change now is due to the fact that this particular change needs to be approved by the State Legislature, after approval by the voters. Mr. Farrar then asked for comments, questions from the floor. Anne Ratkus stated that she had comments and questions - as a concerned tax payer, home owner and land owner. She is concerned about many things re this Charter amendment. She feels that the change would take rights away from individual home owners; the Charter change asks for blanket privilege to take private property. The recommended change would satisfy only a handful of people - sounds like "spot zoning", in that necessities and luxuries are grouped together. Ms. Ratkus inquired as to proper procedure for public hearings and warnings. Mr. Farrar explained the procedure as stated in the South Burlington City Charter. Following that explanation, Ms. Ratkus asked if this procedure could be changed. Mr. Farrar explained the work done by the South Burlington City Charter Commission and also any compensation re land acquired by the city. Discussion followed. Mr. Farrar explained that this Charter change does not give the City of South Burlington any new rights, it serves only as clarification. There being no further comments from the public or the Board, Ms. Lambert made a motion to adjourn and reconvene as a Joint Meeting with the Planning Commission and Natural Resources Committee to review inventory of Natural Resources.
