HomeMy WebLinkAboutMinutes - City Council - 10/03/1988CITY COUNCIL 3 OCTOBER 1988 The South Burlington City Council held a regular meeting on Monday, 3 October 1988, at 7:30 pm, in the Conference Room, City Hall, 575 Dorset Street. Members Present Paul Farrar, Chairman; Michael Flaherty, John Dinklage, Molly Lambert, William Cimonetti Also Present William Szymanski, City Manager, Mary McKearin, Business Manager, Margaret Picard, City Clerk/Treasurer, Joe Weith, City Planner, Sidney Poger, The Other Paper. Comments and questions from the public (not related to items on the agenda). No issues were raised. Review City Manager's report on progress of 1987-88 and 1988-89 goals. 1987-88 #2. Planning - Prepared Official Maps - Mr. Dinklage asked for clarification of what groups review and approve the maps. Mr. Farrar stated that the review of these maps falls into the same category as the Master Plan and that the maps would be reviewed the same way. #4. City Parks - Mr. Szymanski stated that he had talked with Mr. Calkins since writing the summary. Mr. Calkins told him that his aunt is proceeding with the lawsuit concerning the land and developer Jerry Milot. Discussion followed re this complicated issue. Mr. Calkins told Mr. Szymanski that his aunt does not want to sell the property until the lawsuit is settled. #9. Insurances - Mr. Dinklage inquired about extent of powers of Constable and liability coverage for Constable. Mr. Szymanski stated that a review of coverage had been done; it is covered under the Policy Professional Policy. Discussion followed. #15. Burlington Sewer Charges - Mr. Szymanski explained the charges. 1988-89 #2. Bicycle Pedestrian Paths - Mr. Dinklage stated that he had discussed this item with Tom Hubbard. It was agreed that a public hearing would be set up on the bicycle and trail system. Mr. Dinklage stated the need for appropriate public warning re meeting for this item. Start discussion as specified for 1988-89 goals on the following: a) Appointment to a Regional Affordable Housing Task Force. Discussion. b) Alternate revenue sources for the City. Discussion followed re need for alternate revenue sources such as a rooms and meals tax. c) Development corporation to achieve City Center goals. Mr. Farrar stated that they are waiting for traffic study information which should be available in January, 1989. Discuss procedure in selecting City Manager Mr. Flaherty stated that information received from the League of Cities and Towns would be helpful. Discussion followed re wording and placement of the ad for a City Manager. Also discussed were criteria for the makeup of the search committee and the time frame for the search. Mr. Farrar suggested that City Council members get their input to him by Friday before their next Council Meeting. It was noted that a job description for the position of City Manager is found in the City Charter. Mr. Farrar stated that he would hope this position would be filled by Spring, 1989. Review Planning agenda (10/4/88) Discussion followed re criteria for Act 250 approval. Sign Disbursement Orders. Disbursement orders were signed. Any Other or Old Business Mr. Farrar asked for information re fees for landfill - for leaf disposal. Mr. Szymanski stated that he will check on the procedure for this year; he felt it would be handled the same as last year. A notice as to this procedure will appear in The Other Paper. Liquor Control Board Mr. Flaherty moved the Council adjourn and reconvene as Liquor Control Board. Mr. Dinklage seconded. Motion passed unanimously. Mr. Szymanski then presented a catering permit request from Wetherbees for an anniversary party at K of C Hall on 10/22/88. Ms. Lambert moved the Board approve the catering permit as presented by the City Manager. Mr. Dinklage seconded. Motion passed unanimously. Mr. Flaherty moved that the Liquor Control Board adjourn and reconvene as City Council. Mr. Dinklage seconded. Motion passed unanimously.
