HomeMy WebLinkAboutMinutes - City Council - 05/18/1988CITY COUNCIL ORGANIZATIONAL MEETING MAY 18, 1988 The South Burlington City Council held an Organizational Meeting on Wednesday, May 18, 1988 at 5:15 P.M. in the Mini-Conference Room, 2nd floor, City Hall, 575 Dorset Street. Members Present Paul Farrar, Michael Flaherty, Frank Murray, Molly Lambert, John Dinklage. Other Present William Szymanski, Margaret Picard, Richard Ward, Mary McKearin, Albert (Sonny) Audette, James Goddette, Ruth Poger, Betty Merrill. Administration of the Oath of Office City Clerk Margaret Picard administered the Oath of Office to Paul A. Farrar for the three-year term and to John P. Dinklage for the two-year term on the City Council. City Manager William Szymanski chaired the meeting and opened with the Pledge of Allegiance to the Flag. Election of Officers Mr. Szymanski said the chair was open for nominations for Chairman of the South Burlington City Council. Mr. Murray nominated Paul Farrar for Chairman, Mr. Dinklage seconded. Mr. Farrar was unanimously elected Chairman of the City Council. Mr. Szymanski said the Chair was open for nominations for Vice-Chairman. Molly Lambert nominated Michael Flaherty for Vice-Chairman, John Dinklage seconded. There being no other nominations Mr. Flaherty was unanimously elected Vice-Chairman. Mr. Szymanski then said the chair was open for nominations for Clerk. Mrs. Lambert nominated John Dinklage for Clerk, Mr. Flaherty seconded. There being no other nominations Mr. Dinklage was unanimously elected Clerk. Set Time and Place for Regular Meetings Frank Murray moved to set the Regular meetings for the first and third Mondays of each month at 7:30 P.M. throughout the year, unless otherwise stated. Michael Flaherty seconded the motion and all voted favorably. Appointments to be made by the majority vote of the Council under Chapter 3, Sec. 301 (2) of the City Charter Mr. Szymanski said the following appointments were to be made: City Treasurer and Trustee of Public Funds (currently held by Margaret Picard; City Attorneys (currently held by Spokes, Foley and Stitzel); Grand Juror and City Agent (currently held by William Szymanski); Zoning Administrative Officer (currently held by Richard Ward); Auditors (Urbach, Kahn & Werlin appointed by the City Council April 4, 1988 to audit fiscal year 1987-88, with conditional options for renewal 1989, 1990); First Constable (currently Donald Lavalette); Second Constables (currently Daniel Wright, Richard Carter, David Lavalette, Donald Duell); All incumbents have expressed willingness to continue in their positions. Frank Murray moved the Council make the appointments as outlined in the memo from the City Manager. Molly Lambert seconded and all were in favor. John Dinklage asked if there were alternates appointed, authorized to sign in the absence of the appointees. Bill Szymanski said that he had signed for the Zoning Administrator in his absence. The Council agreed to ask the City Attorney his opinion. There being no further business Chairman Farrar asked for a motion, for the Council to go into Executive Session to discuss Pending Litigation with the City Attorney. Mr. Flaherty moved that the Council go into Executive Session to discuss the above. Seconded by Mr. Dinklage and so voted. The Council went into Executive Session at 5:40 P.M. The Council, by motion of Mr. Flaherty and seconded by Mr. Dinklage came out of Executive Session at 6:45 P.M. and adjourned immediately.
