HomeMy WebLinkAboutMinutes - City Council - 08/12/1988CITY COUNCIL AUGUST 12, 1988 The South Burlington City Council held a Special Meeting on Friday, August 12, 1988, at 8:00 AM, in the Mini-Conference Room, 2nd Floor, City Hall, 575 Dorset Street. Members Present Paul Farrar, Chairman; Michael Flaherty, John Dinklage Also Present City Manager William J. Szymanski; City Clerk Margaret Picard; Ruth Poger, The Other Paper. Review and sign the Warning for two Bond Issues for September 13, 1988 Primary Election for the following: (a) Purchase view rights along Spear Street. (b) Complete the scenic overlook on Spear Street. Chairman Farrar opened the meeting at 8:00 AM, and stated that the only purpose of this meeting was to review and approve two Resolutions and the Warning for a Special Meeting to coincide with the Primary Election of September 13, 1988. The two items are for a $500,000 bond issue to purchase development rights from Mr. Douglas Meredith for two lots on Spear Street to preserve the view from Spear Street, and $215,000 to complete the scenic view overlook at the corner of Deerfield Road and Spear Street. (Copies of the Resolutions and the Warning are attached to these Minutes). Chairman Farrar explained the development rights cost for the two lots stating that the amount was the best he and the City Manager could negotiate. The cost to complete the overlook was reviewed. $130,000 of the cost is fill for the site. Chairman Farrar instructed the City Manager to pursue the acquisition of fill from various projects, especially the Southern Connector where there is a large surplus. The $215,000 cost, it was pointed out, was the cost estimate to complete the overlook by private contractors. John Dinklage made the motion to sign the two bond issue resolutions. Michael Flaherty seconded the motion and all were in favor. Mike Flaherty made the motion to sign the Warning for the September 13, 1988 Special Election for the two bond issues. John Dinklage seconded the motion and all were in favor. Chairman Farrar announced that the next City Council meeting would be held August 29, 1988 instead of August 15, 1988, the regular date. This change was due to the fact that Michael Flaherty will be out of the City on August 15, 1988. John Dinklage made the motion to adjourn the Special Meeting. RESOLUTION WHEREAS, the South Burlingtoncity Council has concluded that the public interest and necessity of the City require that the City act to provide public access to scenic vistas of Lake Champlain and the Adirondack Mountains from Spear Street, so called, in the City; and WHEREAS, the City presently owns property at the intersection of Spear Street and Deerfield Road in the City which is suitable and appropriate for development as a scenic overlook to provide public access to the above stated scenic vistas; and WHEREAS, development of said property as a scenic overlook requires that the present grade of said property be raised, that vehicle parking areas.be established, that a promenade be constructed for viewing, and that the property be appropriately landscaped; and WHEREAS, the City has determined that the cost of developing the above mentioned property with the above described improvements will be approximately $ 215,000 ; and I71 U>UTH UNION STREIT ' BUMLINGTON. VERMONT OW 1 WHEREAS, Council hae determined that the cost of constructing said improvements will be too great to be paid out of the ordinary annual income and revenue of the City of South Burlington; NOW, THEREFORE, it is hereby resolved by the South Burlington City Council that the proposition of incurring a bonded debt be submitted to the qualified voters of the City of South Burlington in the following form: Shall bonds or notes of the Cit of South Burlington in an amount not to exceed $ 215,O 0 be issued for the purpose of constructing a scenic overlook park on City owned property located at the intersection of Spear Street, so called, and Deerfield Road, so called, in the City including raising the grade of said property above its existing grade, constructing a vehicle parking area and a promenade, and installing landscaping. It is further resolved that a vote on said proposition shall be conducted by Australian ballot at a special meeting of the City of South Burlington to be held Tuesday, September 13, 1988 at which meeting the polls will be open at 7:00 a.m. and close at 7:00 p.m., balloting to be conducted at the City's regular polling places at the Chamberlin School on White Street, the South Burlington Middle School on Dorset Street and the Orchard School on Baldwin Avenue.
