HomeMy WebLinkAboutMinutes - City Council - 03/23/1987CITY COUNCIL 23 MARCH 1987 The South Burlington City Council held a special meeting on Monday, 23 March 1987, at 7:30 p.m., in the Mini-Conference Room, City Hall, 575 Dorset Street. Members Present Paul Farrar, Chairman; Molly Lambert, Francis Murray, Michael Flaherty Also Present William Szymanski, City Manager; John Race, Police Chief; Sonny Audette, Street Dept; Mike Donoghue, Free Press Comments & Questions from the Public (not related to items on the agenda No issues were raised. Accept low bid for the Bartletts Bay sewage treatment plant improvements Mr. Szymanski outlined the bids received: $346,500 from Farnsworth; $379,000 from Munson; $407,225 from Commercial Piping; and $412,000 from Charwill. He noted that State and Federal aid have been increased for the project and recommended accepting the lowest bid. Mr. Murray moved that the Council accept the contract with Farnsworth. Mr. Flaherty seconded, and the motion passed unanimously. Since the Council will not meet again until 13 April, Mr. Szymanski recommended giving Mr. Flaherty authorization to sign the contract. Mr. Murray moved that with the understanding that the City Attorney review the terms of the contract, Mike Flaherty be empowered to sign the contract with Farnsworth. Ms. Lambert seconded, and the motion passed unanimously. Accept Resignation of Julie Duppstadt from Natural Resources Committee Mr. Murray moved that the Council accept the resignation of Julie Duppstadt with regret and send a letter of appreciation. Ms. Lambert seconded, and the motion passed unanimously. Review Planning & Zoning Agendas No questions were raised. Read Minutes of March 2 and March 9, 1987 Mr. Flaherty moved that the Minutes of 2 March and 9 March be approved as written. Mrs. Lambert seconded. Motion passed unanimously. Old Business a) MPO: Mr. Murray advised there has been an Executive Order by the Governor to set up a study committee to look at funding and roads. Art Hogan and Art Rock have been appointed as 2 of 4 "citizen at large" members. There will also be 2 from the House and 2 from the Senate. A meeting has tentatively schedules next Monday between Chittenden County legislators, city managers, and hopefully 1 member from the city councils. Mr. Farrar stressed the importance of the State recognizing that urban communities have problems that are different from rural communities. Mr. Audette noted that it may not be advisable to talk about population, since S. Burlington is a community that people must drive through, whether they live here or not. He felt priorities should be based on number of trips. Mr. Murray then read a Resolution (attached) pertaining to the authority to tax gas sales for repairs of streets in the City of South Burlington and then moved that the Council sign the Resolution. Mr. Flaherty seconded, and the motion passed unanimously. A copy of the Resolution will be sent to City legislators. b) Mrs. Lambert referred to a letter from Vermont League of Cities and Towns regarding taxing of solid waste facilities. Mr. Szymanski said he has already told legislators the city does not like it and will write a letter to the affect. c) It was agreed that the first meeting in May will be at Chamberlin School. d) Delegates for Solid Waste Disposal Committee: Mr. Murray moved that Sonny Audette be appointed delegate to the Solid Waste Disposal Committee with Steve Crowley as alternate. Mr. Flaherty seconded. Motion passed unanimously. Liquor Control Board Mr. Murray moved the Council meet as Liquor Control Board. Mr. Flaherty seconded. Motion passed unanimously. Mr. Szymanski presented 2 catering permit requests from Wetherbee's at K of C Hall, one on 1 May 1987 from 1-8 P.M. and the other on 23 May, from Noon to 8 P.M. Mr. Murray moved that the Board approve the catering permits as presented. Mr. Flaherty seconded. Motion passed unanimously. Executive Session Mr. Murray moved that the Board adjourn and reconvene as City Council in Executive Session to discuss Union Negotiations and resume regular session only for the purpose of adjournment. Mr. Flaherty seconded. Motion passed unanimously. The Council came out of Executive Session and adjourned immediately. RESOLUTION CITY COUNCIL CITY OF SOUTH BURLINGTON Regarding Authority To Tax Gasoline Sales for the Repairs of Streets in the City of South Burlington March 23, 1987 WHEREAS, Federal Highway Funds to the State of Vermont will be cut at least 25% for this budget year; WHEREAS, said cuts will eliminate and delay necessary and important highway projects in South B~rlington; WHEREAS, many of South Burlington's roads are in need of repair and reconstruction; WHEREAS, South Burlington's roads are heavily used by many non-South Burlington tax payers; WHEREAS, the consequential need for maintenance on roads in South Burlington is related to the amount of automobile traffic using said roads; WHEREAS, gasoline taxes collected by the State are re- distributed to Vermont cities and towns according to the number of miles of roadway which exist in said towns; and not according to the amount of use of said roads: NOW 'IREREFORE, be it resolved by the City Council of the City of South Burlington that the City requests that the Vermont State Legislature adopt legislation enabling South Burlington's City Council the authority to tax gasoline sold in the City of South Burlington up to five cents (.05j per gallon and for the State to collect said tax and return it to the City of South Burlington to be used for the repair and reconstruction of its roads.
