CITY COUNCIL 17 FEBRUARY 1987 The South Burlington City Council held a regular meeting on Tuesday, 17 February 1987, at 7:30 p.m., in the Conference Room, City Hall, 575 Dorset St. Members Present Paul Farrar, Chairman; Michael Flaherty, Francis Murray, Molly Lambert, George Mona Also Present William Szymanski, City Manager; Wendy Schroeder, Business Manager; Margaret Picard, City Clerk/Treasurer; Albert Audette, Street Dept; Peter Jacob, Planning Commission; James Goddette, Fire Department; Stephen Crowley, Natural Resources Committee; Sidney Poger, The Other Paper; Art Hogan, Regional Planning Commission; James Rader, Burlington City Clerk; Bruce O'Neill, Recreation Dept. 1. Comments & Questions from the Audience (not related to items on the Agenda) No issues were raised. 2. Consider adopting a Resolution relating to proclamation of a Burlington Town Bicentennial Jim Rader explained that March 19th will mark the 200th anniversary of the first town meeting of the community that eventually became Burlington and South Burlington. Events planned include an exhibit and reception at the Fletcher Library. Exhibit materials will then be brought to S. Burlington in May, and will then become part of the opening events at the BIG games in July. Mr. Farrar then read the Resolution (attached). Mr. Murray moved that the Council pass the Resolution as read. Mr. Mona seconded. Motion passed unanimously. 3. PUBLIC HEARING: Proposed Chittenden Regional Solid Waste Disposal District Agreement Mr. Farrar advised that the city will be voting in March on the proposed solid waste disposal district. He noted it will be similar in organization to the CWD (water district) using the one town-one vote concept. Mrs. Lambert asked if there will be any financial obligation for the City. Mr. Hogan said the planning phase should go without any local contribution beyond the regular appropriation to Regional Planning. Once that phase is complete, voters will again have the opportunity to vote on participation when the prospective budget is prepared. Mr. Murray felt the wording of the By-Laws was not clear in that it was indicated that a community could vote to get out but must give a year's notice and would be liable for expenses during that year. He questioned whether the city would be agreeing to be included through the first budget year. Mr. Hogan said it was a 2 step process: planning and implementation. The Commission would return with the budget figures next year, and the City could then decide whether to stay in. If the city decided to get out, they would be obligated only for expenses incurred to that time. Mr. Murray said he would feel better if the By Laws said that. Mr. Hogan said the wording in the By Laws is required by statute. Mr. Farrar said he felt the planning phase would be longer than anticipated and that the first job of the group would be to approve/amend the By Laws. He felt wording problems could be dealt with then. Mr. Jacob said that it was not a perfect document but the timing was such that something has to be done now. He noted that CWD has effectively kept water costs down. Mr. Audette added that Burlington had proved this can't be done alone. He felt it is the worst problem that will have to be handled in the next 10 years. 4. Start Review of 1987-88 City Budget Mr. O'Neill presented the Recreation Dept. budget. There are no new programs proposed. The operating budget reflects about an $8,000 increase overall, mostly in the area of salaries and insurance. Proposed capital additions include rebuilding the tennis courts, which is eligible for Land and Water Conservation funding programs. The City's share would be about $15,000. Work would not be done until 1988 so the city would have two budget years to pay for it. Members expressed concern about the Safety of equipment and generally praised the quality of the recreation programs. Chief Goddette presented the Fire Dept. budget. The Chief emphasized problems with the tower truck which will require about $95,000 worth of work to make sure it is safe. Council members scrutinized the operating budget to see if some of this money could be found. On the City Council budget members questions payment to Burlington for back-up ambulance responses. Mr. Farrar said he thought this is now covered under mutual aid. Mr. Mona referred to a petition for street lights at certain locations at Twin Oaks North. Mr. Szymanski said he felt this was a reasonable request. All city salaries reflect a 6% increase over last year. Members felt that more conference and training funds should be made available to the City Planner. Mr. Mona suggested an amount equal to a 3-credit course at UVM. 5. Act on Brand Property Purchase Agreement Mr. Murray moved that the Council sign the Brand Agreement. Ms. Lambert seconded. Motion passed unanimously. Minutes of 2 February 1987 Mrs. Lambert moved that the Minutes of 2 February be approved Mr. Murray seconded. Motion passed. 7. Sign Disbursement Orders Disbursement Orders were signed. 8. Other Business A complaint was noted about stop signs not being in place at the Larkin Development. Mr. Farrar said they can't be put in until the city owns the street. Mr. Szymanski will explain the situation to the residents. Mrs. Lambert noted that Regional Planning has a 2-prong committee to aid communities through the Southern Connector construction problems. This includes engineering (looking for alternate routes) and public information (including broadcasting of daily work locations). RESOLUTION RELATING TO PROCLAMATION OF BURLINGTON TOWN BICENTENNIAL In the year One Thousand Nine Hundred and Eighty-Seven Resolved by the City Council of the City of South Burlington, as follows: That WHEREAS, Thursday, March 19, 1987, will be the 200th anniversary of the first town meeting of the Town of Burlington; and WHEIIEAS, the cities of Burlington and South Burlington, together, comprise the area of the original town, and both cities trace their history and heritage back to this first meeting; and WHEREAS, the City Council of the City of South Burl- ington wishes to note the bicentennial of this event and to use the occasion to foster cooperation and goodwill between our City and the City of Burlington and apprecia- tion of our common history; and WHERZAS, a resolution similar to this one has been adopted by the Burlington City Council; and WHEREAS, the staff of the Fletcher Free Library and citizens of both South Burlington and Burlington are plan- ning an exhibit of early town documents in observance of this anniversary; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South Burlington proclaims the official Burlington Town Bicentennial, a celebration planned to commence in March in Burlington and to continue in May in South Burlington and in July at the Burlington International Games, a joint project of the two cities; and BE IT FURTHER RESOLVED that the City Council encourages the citizens of our city to take note of this anniversary and to use the occasion to learn more about our early history.
