Enclosed is this week’s packet. 1. Instructions on existing building in case of emergency and review of technology options (7:00 pm) 2. Open to the public for items not related to the agenda (7:05 pm) 4. *Continue review of pathways and actions by sector (7:10 pm) Before diving into the Sectors, a quick update / note on the Science-Based Target analysis provided by ICLEI at the last meeting. Staff is following up with the folks at ICLEI on the important questions raised by the Task Force, as well, importantly, as to how to adjust for the work having a 2015 base year. It is possible that the targets will need to be adjusted based on our estimates of the level of progress made in the intervening years. More to come on this… a. Building/Thermal Sector pathways and actions Task Force members were given the homework item of identifying any “fatal flaws” in the buildings/thermal sector. The enclosed draft is the same as was sent to Task Force members last week for individual review and includes the edits requested at the 3/10 meeting. Fatal Flaw feedback is welcome at the meeting. CCRPC and City Staff received feedback from a couple of members that the proposed actions would strongly benefit from being organized along a series of categories, with associated policies, promotions, and investments under each. They felt that this would help the Task Force to identify any missing areas of actions NOW, and improve readability for those reviewing the proposals. In staff’s view this is very helpful and gives the CCRPC some really good ideas for how to organize and package the information in the next round of this iterative review. Staff requests that the Task Force determine whether the work at this stage need to be paused to consider organization, or whether to proceed as is for the timebeing in order to keep on schedule and have CCRPC staff consider this feedback, and bring back suggestions for the next round. A couple of considerations: staff is eager to have the Task Force’s “ok” on this initial draft of Buildings/Thermal to begin reaching out to the public for feedback, and the project, separately is at risk of falling behind schedule (and budget). b. Transportation Sector pathways and actions Enclosed is the first complete draft of the Transportation Sector. It includes the individual feedback provided by Task Force members of the draft sent out by the CCRPC last week. These individual proposed edits are shown and noted in red. 2 c. Next steps: remaining sectors; evaluation & organization of work This item will be for the Task Force to discuss how it would like to proceed with review of the pathways and actions within the remaining sectors, and a reminder for everyone to keep an eye trained to the Equity goals of the work as well. 5. *Minutes: March 10, 2022 (8:55 pm) Not included in today’s packet. Adjourn (9:00 pm) TRANSPORTATION SECTOR DRAFT FOR CLIMATE ACTION TASK FORCE MARCH 30, 2022 CAPTF MEETING ID Transport # 2030 Science Based Target Metric for periodic monitoring DRAFT Action 1 4.5%* annual growth of Electric Vehicle (EV) adoption # of electric vehicles registered annually Promotion - Educate student drivers about electric and high efficiency vehicle and transportation options including electric bikes. 2 4.5%* annual growth of Electric Vehicle (EV) adoption # of electric vehicles registered annually Promotion - EV education and buyer assistance support currently being offered by Drive Electric Vermont. 3 4.5%* annual growth of Electric Vehicle (EV) adoption # of electric vehicles registered annually, number of new ev charging stations Policy - Develop a policy for existing multifamily properties to install elected vehicle charging equipment. From Srini - Replace above with: Work with a consultant to inventory current multi-family electric vehicle charging network needs/capabilities to inform a policy for existing multifamily properties to install electric vehicle charging equipment. Include incentives or requirements for multi-modal transportation or parking maximums where feasible, or other tools. Include bike share, car share, and supporting city policies. 24 10%* reduction in Vehicle Miles Traveled (VMT) Policy Adopted, VMT Reduction Policy - Foster higher density, mixed use devleopment and redevelopment through the land development regulations in areas with existing or planned reliable transit options, services, and infrastructure. Require that new development include at least 30% of residential units affordable at 80% median income or less. Create incentives for these redevelopment projects by reducing/eliminating most development fees and considering property tax credits. The question of where to construct new housing must be considered holistically together with the imperative to protect open space and natural resource lands and a five mile radius encompasses a lot of land." 26 10%* reduction in Vehicle Miles Traveled (VMT) Policy Adopted, VMT Reduction From Srini - Add the following: Policy - Work with Local Motion to identify appropriate safety policies and measures for e-bike use,existing and new multi-use paths and sidewalks, and develop a vision for addressing problem intersections for cyclists and pedestrians. *The modeled EV growth rate and VMT reduction will likely change because of adjustments made to the base year assumptions prior to 2025. CCRPC is working with ICLEI to iterate on the modeling. 3 OF 3
