HomeMy WebLinkAboutMinutes - City Council - 03/03/1986CITY COUNCIL 3 MARCH 1986 The South Burlington City Council held a regular meeting on Monday, 3 March 1986, at 7:30 pm, in the Conference Room, City Hall, 575 Dorset Street Members Present Paul Farrar, Chairman; Leona Lansing, George Mona; Absent: Francis Murray, Michael Flaherty Others Present William Szymanski, City Manager; Albert Audette, Highway Department; Margaret Picard, City Clerk; James Goddette, Sr., Fire Dept; Sid Poger, The Other Paper; Mary E. Thompson, Ann Yawney, Champlain Valley Area Agency on Aging; Pat Myette, Maureen Genzlinger, Paulie Lawrence, George Sulima, Henry Lambert, Molly Lambert, Linda Finch, Carol Lothrop, CAPS for Kids; Laurence LeCours, School District Comments & questions from the public (not related to items on the agenda) No issues were raised. Requests for Funds 1) CAPS for Kids: Molly Lambert explained the work of the group and said they were asking for funding for a juvenile officer. They are aware of Chief Carter's priorities and feel that a detective who would devote a portion of his time to juvenile work would be step in the right direction. They are looking for a consistent presence in the Police Dept. for juvenile concerns, someone who could identify and perhaps prevent serious crimes by and against children. She noted that police officers sense a juvenile concern that is not being addressed due to a lack of time. Mr. Farrar noted that the community has grown in many ways and problems have increased. The Police Dept. has not increased at the same rate as the community. Ms. Lambert said they are most concerned with prevention. Mr. Farrar added that they may be in a situation where this request is not fundable in the regular operating budget and the Council may choose to go to the voters with a funding request. Ms. Lambert said the CAPS group would be willing to work to support such a ballot item. 2) Champlain Valley Area Agency on Aging: Ann Yawney advised they are not connected with the O'Brien Center. They sponsor "Meals on Wheels" and also provide transportation to Sunday dinners and medical appointments. Advocates also visit people in their homes so that older people can remain as independent as possible. She noted that S. Burlington is one of only a few communities that do not contribute to CVAAA. Minutes of 24 February 1986 Mr. Szymanski noted that Mrs. Lafleur will be added to the committee looking into the Brand Property acquisition. Ms. Lansing moved that the Minutes of 2/24/86 be approved as written. Mr. Mona seconded, and the motion passed unanimously. Discuss the City Capital Budget Program Mr. Szymanski indicated he had deleted the Hinesburg Rd. interchange. Mr. Farrar suggested changing the entry to "Interchange at I-89 - Dorset St./Hinesburg Rd. Mr. Farrar suggested collecting all inputs and then making a decision. He noted that it is a question of reaching the breaking point in keeping things together. He cited the Herculean efforts of the City Manager, Fire and Police Chiefs, Highway Superintendent, etc., in providing services under the funding restraints. Members agreed to meet on Monday, 10 March, to continue budget discussions. Review and Accept tax penalty waiver list Mr. Mona moved that the Council accept the Tax Penalty Waiver List as presented by the City Manager. Ms. Lansing seconded, and the motion passed unanimously. Mr. Farrar suggested that in the future, the City Manager charge the interest on late payments but not the penalty.
