CITY COUNCIL 16 JUNE 1986 The South Burlington City Council held a Regular Meeting on Monday, 16 June 1986, at 7:30 pm, in the Conference Room, City Hall, 575 Dorset Street. Members Present Paul Farrar, Chairman; Michael Flaherty, George Mona, Molly Lambert, Francis X. Murray Others Present William Szymanski, City Manager; Wendy Schroeder, Business Manager; Margaret Picard, City Clerk/Treasurer; Jim Condos, Harry Loso, Glenn Jarrett; Mike Donoghue, Burlington Free Press; Sid Poger, The Other Paper Comments & Questions from the Public (not related to items on the Agenda) No issues were raised. Start Interviewing Applicants for appointment to Commissions, Committees & Boards The Council interviewed Jim Condos, Harry Loso, and Glenn Jarrett. Mr. Condos indicated he is interested in the Planning Commission, particularly in the acquisition of land and planning for a city park. He also hopes to continue with the City Center concept that he has worked on with the Dorset St. Committee. He would accept appointment to the Zoning Board as a second choice. Mr. Loso, who has recently moved to the City from Proctor, is looking to get involved in South Burlington and would serve on other Boards if there are openings. Mr. Jarrett, employed by the attorney general's office, is more interested in Planning than Zoning because of the timing of meetings. He would also be interested in the Community Library. Mr. Farrar indicated that the Council will talk with incumbents during the next few weeks and then make decisions. Sign petition for the installation of a buried telephone cable on Shamrock Rd. Mr. Mona moved that the Council sign the petition for installation of buried telephone cable on Shamrock Rd. Mr. Flaherty seconded, and the motion passed unanimously. Sign letters of amendment for refunding of 2 notes with the Chittenden Bank Mr. Farrar explained this action has to do with proposed changes in tax laws. Mr. Szymanski said the rate is 6.55% down from 9.7%. Signing now will guarantee the lower rate. Mr. Mona moved that the Council sign the two letters of amendment as presented. Mr. Murray seconded, and the motion passed unanimously. Review and approve reappropriation of accounts for fiscal year 1985-86 Mr. Farrar explained that at the end of the year the budget and expenditures have to agree. Mr. Szymanski said it looks like the budget will not be over expended. Money must, however be transferred into the open space fund to make it available for parkland acquisition. The amount is $15,971.22 They also want to carry over about $4,000 for work on the O'Brien Center roof, $2,000 for improvements to hockey rink, and $2,400 for paving of the road for the proposed Shelburne Road fire station. Mr. Flaherty moved the Council transfer $15,971.22 to the open space fund. Mr. Murray seconded, and the motion passed unanimously. Mr. Mona moved that funds be carried over for O'Brien Center, hockey rink, and fire station work, as presented by the City Manager. Mr. Flaherty seconded, and the motion passed unanimously. The City Bookkeeper confirmed that it appears the budget will be under expended by $10,000. Review Planning & Zoning Agendas Mr. Mona questioned requests for variances in item #5 and felt that more intensive use of a lot should not be allowed unless a real hardship is involved. Mr. Szymanski will write to the Zoning Board of the Council's concerns. Mr. Mona also noted that Zoning Board is going to ask the Planning Commission to review Zoning between the Interstate and Kirby Road and assumed they are talking about allowing a relaxation of what is now allowed. Review Minutes of Organizational and Regular meetings of 2 June 1986 Mr. Farrar noted the discrepancy in meeting time for the regular meeting. Mrs. Lambert clarified her comments on item #3 indicating that she had been referring to information among Boards and Committees of the City and between the City Manager and City Council. Mr. Mona said that on Item #2 of his priority list he would prefer the term "downzoning" meaning less intense usage. Mr. Flaherty moved the minutes of the Organizational and Regular meetings of 2 June 1986 be approved as amended. Mr. Mona seconded, and the motion passed unanimously. Sign Disbursement Orders Disbursement Orders were signed. Old Business Mr. Murray advised that they had met with Jerry Milot who expressed interest in continuing discussions with the City while litigation on the Calkins property continues. They will meet again on Friday. Liquor Control Board Mr. Murray moved that the Council meet as Liquor Control Board. Mr. Mona seconded, and the motion passed unanimously. a. Request for Olympiad to serve liquor outside at a membership pool party: The area involved is enclosed by a fence. The party will be for members and their friends on Friday, 20 June, 7-11 pm. Similar parties for the past 2 years have not aroused any complaints. There will be a disc jockey and speakers will be pointed away from residences. Mr. Mona suggested the police check on the noise. Mr. Flaherty moved the Board approve the request for the Olympiad to serve liquor outside from 7-11 pm, 20 June, with the understanding that music speakers will be faced away from inhabited areas. Ms. Lambert seconded, and the motion passed 4-0 with Mr. Murray abstaining. Mr. Syzmanski presented requests for catering of 3 weddings at the K of C by Wetherby's: July 5, 12-7 pm; June 28, from 1-11 pm, and June 21 from 2-8:30 pm. Mr. Murray moved the Board approve the catering permits as presented by the City Manager. Mr. Flaherty seconded, and the motion passed unanimously. Executive Session Mr. Mona moved that the Liquor Control Board adjourn and the Council Meet in Executive Session to discuss the three items on the Agenda. Mr. Flaherty seconded, and the motion passed unanimously. Mr. Donoghue indicated his objection to the discussion of appointments to Commissions and Boards being held in executive session.
