HomeMy WebLinkAboutMinutes - City Council - 02/10/1986CITY COUNCIL 10 FEBRUARY 1986 The South Burlington City Council held a regular meeting on Monday, 10 February 1986, at 8:30 p.m., in the Mini-Conference Room, City Hall, 575 Dorset Street Members Present Paul Farrar, Chairman; Michael Flaherty, Leona Lansing, George Mona; Absent: Francis Murray (Mr. Szymanski advised that Mr. Murray was in the midst of a trial) Others Present William Szymanski, City Manager; Albert Audette, Highway Department; James Goddette, Fire Department; Margaret Picard, City Clerk; Bruce O'Neill, Tom Fraga, Recreation Dept; Don Whitten, Pollution Control Dept; Bill Schuele, Sylvia Smith, Natural Resources Committee; Marni Kneeland, Ethel Schuele, Community Library. Report on Selection of Insurance Consultant Mr. Flaherty advised that he and Mr. MacPherson of the School Board had studied the 2 agencies. References for both were very good; costs were approximately the same. It was their feeling that Liner was larger and offered a broader range of services. Since both the School Boards and a majority of members of the Council favored Leiner, it was their recommendation that the John Liner Insurance & Risk Management Advisors Inc. be retained. Mr. Flaherty then moved that the City accept as insurance consultant the John Liner Ins. & Risk Mgmt. Advisors, Inc. Ms. Lansing seconded and the motion passed unanimously. Make appointment of Alternate to Regional Planning Commission Mr. Flaherty moved that the Council accept the resignation of David Boehm as Alternate to the Regional Planning Commission and appoint Nile Duppstadt as he replacement. Ms. Lansing seconded, and the motion passed unanimously. Sign Disbursement Orders Disbursement orders were signed. Continue Review of 1986-87 Budget Chief Goddette advised there will be no changes in personnel requested. Their budget does include funding for fire coats in addition to fire boots. Vehicle maintenance has gone up because of the age of the vehicles and truck breakdowns. The land acquisition on Shelburne Rd. has been added. Mr. Farrar asked if there had been any change in insurance ratings or if the bill had just gone up. Chief Goddette said it was the latter. Mr. Farrar asked the Chief to think about what he would be willing to take out and, if funds were available, what he would like to add. Marni Kneeland said the most significance in the Library budget is the adding of one hour per day for 2 part-time people. This will provide an opportunity to change over to the computer. Another significant increase is the ordering of the Guide to American Law, which is a guide for the lay person. Also, new pre-school materials are included as well as classics for the middle grades. Ms. Kneeland advised that the School Board was very enthusiastic about the computer request. She felt that the Library could do with just the hardware and use borrowed materials this year. She said they would choose the computer equipment at the expense of the added people. She felt that $5,300-$5,500 would cover the start-up equipment and supplies. Sylvia Smith indicated that the Natural Resources Committee is requesting $6,000 for bike paths. Mr. Schuele noted that clearing of paths and trails is often done by Scout volunteers. This year, they will try to use Green-up Day for this work. Mr. O'Neill said there is not much change in the Recreation budget. They do want to begin a coach's certification program. Many municipalities are now requiring this type of program, and he felt it would help keep good coaches in the department. A computer education program is needed as no-one in his department has any computer training. This will come in handy for scheduling and participant profiles. $4,000 is being requested for restoration of the dasher boards at the hockey rink and $300 to replace the steel backboard behind Central School. $1,000 is requested for J.C. Park where the warming hut needs painting and where cracks are appearing in the foundation. Mr. Whitten noted that power, telephone and alarms have increased for the Pollution Control Dept. They are using slightly more power at Bartlett Bay for sludge holding, and there has been a 15% rate increase. The facility is performing excellently. Members agreed that a 50-cent rate increase would be appropriate beginning with the April billing, and the City Manager will prepare this. The City Clerk's office will need a computer and felt that a PC Junior would be adequate. Mr. Farrar noted that assessing will have to be done at least every 5 years and asked whether the proper software has been ordered. This would also aide title search people looking for information on liens, water bills due, taxes due, etc. Mr. Szymanski noted they can now get a printout on taxes due. The Planning Commission budget reflects a slight adjustment for travel allowance andincrease for consulting fees for traffic and drainage control. Members agreed to continue Budget discussions at the next meeting which was rescheduled for 24 February. Sign Dorset Street Resolutions as amended Resolutions were signed. Schedule State Public Hearing on Dorset Street Members agreed to hold the public hearing on Wednesday, April 2nd at City Hall. Approve Health Order Issued by City Health Officer Mr. Szymanski explained that a tenant at Queen City Park complained of insufficient heat. Green Mountain Power confirmed that the heat was not adequate. The landlord said the only way he would fix it was if ordered to do so, so the Health Officer issued such an order. The City Council was requested to approve that order. Mr. Mona moved that the Council approve the Health Order issued on 6 February 1986 relating to the findings at 5 Cedar Court, South Burlington, Anthony Cassis and Thomas Peterson, owners. Ms. Lansing seconded, and the motion passed unanimously. Other Business Ms. Lansing raised the question of the F-16's which may replace the F-4's. She has gotten several questions about possible noise increase. Mr. Mona said the F-16's are quieter and he felt the neighbors would see an improvement. Mr. Farrar said the decision is now up to the Governor. She could ask for a hearing or could sign the order allowing the F-16's. Members agreed to ask Col. Leonard to come in and talk to the Council about it.
