HomeMy WebLinkAboutMinutes - City Council - 08/04/1986CITY COUNCIL 4 AUGUST 1986 The South Burlington City Council held a Regular Meeting on Monday, 4 August 1986, at 7:30 pm, in the Conference Room, City Hall, 575 Dorset Street. Members Present Paul Farrar, Chairman; George Mona, Francis X. Murray Others Present William Szymanski, City Manager; Mike Donoghue, Burlington Free Press Comments & Questions from the Public (not related to items on the Agenda) No issues were raised. Sign Warning & Resolutions for the September 9, 1986 Bond Issue for Park Land Acquisition and Sewer System Improvements Mr. Murray moved to amend the warning to include the new figure of $1,200,000 for park land acquisition. Mr. Mona seconded, and the motion passed unanimously. Mr. Murray moved to dispense with the reading of the Warning and Resolutions. Mr. Mona seconded, and the motion passed unanimously. Mr. Mona moved that the Council sign the Warning and Resolutions. Mr. Murray seconded, and the motion passed unanimously. Sign Easement deed to State Highway Dept. for land near City Hinesburg Rd. Sewage Pumping Station for installation of a culvert across Hinesburg Rd. Mr. Szymanski explained that flooding last spring undermined the power pole and caused a loss of power in the City. The State will now remedy this situation. Mr. Murray moved that the Council empower the City Manager to sign the easement deed as presented. Mr. Mona seconded, and the motion passed unanimously. Consider leasing a small portion of City land (near Highway garage) for commercial use. Mr. Szymanski explained that Barrett Tree Service would like to fence the indicated area because of continued vandalism. Mr. Farrar suggested a guaranteed 5-year lease with an option to renew. Mr. Mona moved that the Council empower the City Manager to enter into negotiations for leasing the piece of property as described in the provided sketch. Mr. Murray seconded, and the motion passed unanimously. Sign Visiting Nurse Association Agreement for providing nursing services throughout the City Mr. Murray moved that the Council empower the Council Chairman to sign the Visiting Nurse Association Agreement. Mr. Mona seconded, and the motion passed unanimously. Consider engaging a landscape architect to develop a plan for the 1.7 acre Spear St. scenic overlook site Mr. Szymanski explained that this is land given to the City as part of the Milot development. The cost for services of a landscape architect would be about $800- 1000. Mr. Murray noted that the City Planner had received a call from someone outside the City asking if the City would like to purchase land north of the land that goes down to Milot's development. Mr. Mona moved that the Council empower the City Manager to deal with a landscape architect to develop a plan for the Spear St. scenic overlook. Mr. Murray seconded, and the motion passed unanimously. Review Planning and Zoning Agendas Mr. Mona raised the question of building a deck to within zero feet of the side line at 237 Spear St. This may, however be land adjacent to the golf course. Read Minutes of Regular Meeting of July 22, 1986 Mr. Murray moved to approve the Minutes of July 22, 1986 as written. Mr. Mona seconded, and the motion passed 2-0, Mr. Mona abstaining. Sign Disbursement Orders Disbursement orders were signed. Other Business Mr. Mona felt that the City should respond to the plight of the town of Bakersfield and suggested sending them a sum of money to aid them. Mr. Mona then moved that the City send the town of Bakersfield the sum of $100 in recognition of their plight. Mr. Murray seconded, and the motion passed unanimously. Liquor Control Board Mr. Murray moved that the Council meet as Liquor Control Board. Mr. Mona seconded, and the motion passed unanimously. Mr. Szymanski presented a request for a catering permit for a wedding to be held at K of C Hall on August 16, 1986 from Noon to 8 PM. Mr. Mona moved the Board approve the catering permit request as presented. Mr. Murray seconded, and the motion passed unanimously. Mr. Szymanski then presented a second class liquor license request for Healthy Living at Dorset Square Mall. There are no problems with the request, and all taxes are paid. Mr. Mona moved that the Board grant the license request for Healthy Living as presented by the City Manager. Mr. Murray seconded, and the motion passed unanimously. Executive Session Mr. Mona moved that the Liquor Control Board adjourn and reconvene as City Council in Executive Session for the purpose of discussing land acquisition and that the Council resume regular session only for the purpose of adjourning. Mr. Murray seconded, and the motion passed unanimously. The Council came out of Executive Session at 8:30 PM and adjourned immediately.
