HomeMy WebLinkAboutMinutes - City Council - 10/28/1985CITY COUNCIL 28 OCTOBER 1985 The South Burlington City Council held a regular meeting on Monday, 28 October 1985, at 7:30 pm, in the Conference Room, City Hall, 575 Dorset Street Members Present Paul Farrar, Chairman; Michael Flaherty, George Mona, Francis Murray, Leona Lansing Others Present William Szymanski, City Manager; Albert Audette, Street Dept; Ruth Poger, The Other Paper; Margaret Picard, City Clerk/Treasurer Comments & Questions from the Public (not related to items on the agenda) Mr. Farrar noted that he will meet on October 31st with the head of Regional Planning and will report their findings on the Interstate intersection. Mr. Szymanski will meet tomorrow with various parties to discuss the Shelburne Road traffic question. He will also meet later in the day with interested parties to discuss the question of placement of utilities on Williston Road. Consider requests for City funds Mr. Szymanski presented a request from Vermont League of Cities and Towns for $250 as the city's share in researching a liability self-insurance plan. This would be similar to what has been done on unemployment insurance. The money would be applied to the first year's premiums. Mr. Mona moved that the Council grant the request for $250 for Vermont League of Cities & Towns to research a liability self-insurance program. Ms. Lansing seconded, and the motion passed unanimously. Mr. Szymanski then presented a request from the City of Barre for $100 to help defray costs of Spaulding H.S.'s trip to Atlanta to represent Vermont in the Martin Luther King Day parade. Mr. Mona said he felt that it would be inappropriate for the Council to honor this request as it has denied a similar request which would have been more beneficial to the city. There was no motion to proceed further. Sign deed disposing of parcel of abandoned road in the Bartlett Bay area Mr. Szymanski said there was a problem with the deed but the Council could authorize him to sign the deed once the survey is complete. Mr. Mona moved that the City Manager be empowered to sign the deed for transfer of the abandoned road in Bartlett Bay upon approval of the City Attorney. Ms. Lansing seconded, and the motion passed unanimously. Accept City Manager's list of property tax penalty and interest abatements Mr. Mona moved that the Council accept the City Manager's list of property tax penalty and interest abatements. Mr. Flaherty seconded and the motion passed unanimously. Review and discuss sewer projects planned for the 10 year capital improvement program Mr. Szymanski presented the list of proposed sewer projects planned for the 10-year capital improvement program (attached). Mr. Mona raised the question of Meadowood Drive having priority for sewers over Country Club Estates which has more homes. Mr. Farrar said the Meadowood Drive sewer would probably not be approved until there was more development in that area. Mr. Szymanski explained that the Kennedy Drive pumping station would enable them to sewer a major part of the Southeast Quadrant. It would probably be located either by Merv Brown's property or on school land near the brook. Review and discuss Fire Department sub-station lot agreement Mr. Murray expressed concern that the Dorset Street lot size variance is being appealed and it might appear that the City is doing the same thing at the Holmes Rd. location. He felt a discussion of variances is needed in order to establish a consistent position. Mr. Mona said he felt there were enough differences between the 2 variances and his opposition to the Dorset St. variance arose from the feeling that the zoning Board had gone against the spirit of what the Council and Planning Commission had done in establishing the Transitional Zone. Mr. Farrar asked if the City Attorney had reviewed the agreement. Mr. Szymanski said he had drafted it. Mr. Farrar questioned whether 1990 is the right date and also questioned the co-signer statement on the last page. Mr. Szymanski noted that the owner wants the road in by November 15th but that it doesn't have to be paved this year. Mr. Farrar said this will require making a decision by next week. Members agreed to add a discussion of variances to next week's agenda and to invite members of the Zoning Board to attend the discussion. Review Zoning Agenda No issues were raised. Sign Disbursement Orders Disbursement Orders were signed. Read Minutes of Regular Meeting of September 23, 1985; Special Meeting of September 30, 1985; Regular Meeting of October 7, 1985; Special Meeting of October 15, 1985; and Special Meeting of October 19, 1985 Mr. Flaherty moved that all Minutes under consideration be approved as written. Ms. Lansing seconded, and the motion passed unanimously. Old/New Business Ms. Lansing raised the question of the landfill. Mr. Farrar said he felt they have 2 years in which to make a decision as to what to do and added that Regional Planning has a study committee on this question. Liquor Control Board Mr. Flaherty moved that the Council meet as Liquor Control Board. Mr. Mona seconded, and the motion passed unanimously. Mr. Szymanski presented requests from Wetherbee's to cater an anniversary party at K of C Hall on November 17, 1985, from 1 - 6 P.M. and from Tygate Motel Corp. to cater a party at the Windjammer Conference Center on December 13, 1985, from 6:30 - 8 PM. No problems exist with either request. Mr. Murray moved that the Board approve the two catering permits as presented by the City Manager. Mr. Flaherty seconded and the motion passed unanimously.
